No surprise, coveted state properties go to "friends" of the government or to those who "worked" during the elections.

In several investigations, VoxNews denounced and warned that the Government Residences in Vlora and Velipojë were falling into the hands of oligarchs close to the government.

And, just as we warned and denounced, the Government Villa in Velipojë was "forgiven" to the family of former MP Agron Çela, who has also changed party colors, from LSI to SP. In fact, in the last elections, his daughter ran under the SP logo.

Meanwhile, the much-coveted Uji i Ftohtë Residence in Vlora was awarded to a firm closely associated with Behgjet Pacolli. The entire competition held on June 4th seems to have been just for show, as the winner was known in advance!

After the airport, Pacolli will rebuild and do business with a superhotel on state property.

In the competition held on June 4, the project by the "Practica" studio, part of the winning team, envisages 8-10-story buildings, connected by a swimming pool.

The company representative said there would be a "small construction footprint," but building 8 floors in a state-owned building doesn't seem that small.

Meanwhile, on the same day, the winner of the competition for the Government Residence in Velipojë was also announced. Again, no surprise, as the winner was the company Xhenis, owned by the family of former MP Agron Çela.

The winning architect even said that the Çela family has a hotel in that area, very close to the residence.

"The whole building shouldn't be like a castle, but people should want to come in and see it. I wanted this building to be an identity in itself. We think we'll have 30 rooms and have infrastructure in the other hotel. The first floor could be a public part so that it's a building for all people and even other hotels to use," said the representative of the studio "Saunders Architecture".

A few weeks ago, VoxNews reported that a fierce battle between several influential names in politics and business was expected to develop to alienate one of the most coveted properties in Albania; the buildings and territory of the Government Villas at Uji i Ftohtë in Vlora.

The corporation has qualified 4 out of 5 companies, while the names that will compete seem to be more likely to negotiate than "compete" with each other.

Ardian Kollozi, Alban Xhillari, Behxhet Pacolli have sent satellite companies to compete.

The fourth firm is that of the Dulaku brothers, while the only company that did not pass the first round is that of Luan Bregas.

The third qualified company is the merger of the entities “2A Group”, “Practica Arquitectura y Urbanismo SLP”, “Barclay Crousse”, “Tharm Architects”, Brand Company “Swiss Diamond Group SA”. The 2A firm is owned by Valon Ademi, a satellite firm of Behgjet Pacolli. “Ademi is working alongside Mabetex at Vlora Airport, as he is a very strong candidate to take over the Government Villas in Vlora. Ademi has also been the Honorary Consul of Albania in Kosovo, as he has a “strong friend” to win this “battle”,” wrote VoxNews.

In another investigation, VoxNews would shed light on the companies that attempted to take over the Government Residence in Velipojë.


"The most famous name in Velipojë is that of Agron Çela. The company owned by his wife, Belma Çela, will compete for the residence. Çela was a LSI MP and has now switched to the SP. 'Xhenis' shpk is 100% owned by Belma Çela, who is the wife of Agron Çela, a former LSI MP who has now switched to the SP. The Çela family owns several luxury hotels in Shkodër and Velipojë, where it is now also targeting the Government Villa. In the May 11 elections, Agron Çela's daughter is on the safe list of the SP in Shkodër," our editorial team would write.

We even raised some questions about whether this residence is a "gift" from Rama to the oligarchs of Shkodra?

Considering the competitors, I don't think this is just another one.

But what will private individuals get in Velipojë?

The documents state that the Government Villa in Velipojë has an area of ??8,100 m2, which will be converted into a boutique hotel.

The scheme is similar to the residences in Vlora, where the governors will keep some suites and the rest will be privately managed.
