Rama got what he wanted from counseling, not what Albanians want

Prime Minister Edi Rama's press conference, presenting citizens' answers to the 12 national council questions, reinforced suspicions that the head of government used this process to advance his agenda on only two issues.

What does that mean? Of the 12 questions, two were those that interested the Prime Minister, cannabis legalization and fiscal amnesty. The other ten questions, to which he did not even stop at this press conference more than issues, are included in the questionnaire to hide these two sensitive issues that he has thrown for discussion in the past and which have both been rejected by international partners.

With the positive responses of citizens on both these topics, Rama has one more means to counter the controversy of partners. "Now Albanian public opinion has spoken and now this must be considered by our partners, which here must become what the Albanian people say," he said.

There is controversy among partners on both issues. For the first, doubts are over the skills of Albanian authorities to oversee the legalized cannabis market and prohibit cultivation for its nonmedical purposes.

For the second question, the IMF fiscal amnesty, Moneyval and the European Commission have raised concerns that this amnesty could be used for laundering the money of trafiches.

In addition, the 560,000-strong participation in this consultation itself questions whether this process really represents the will of most Albanians, not to mention then that those who have sought both hash legalization and fiscal amnesty make up just over 10 per cent of the country's total population.
