Frequent changes in the law have left judicial buildings without security equipment, which is why on October 9, 2025, a judge was killed a few minutes after giving a decision at the Court of Appeal. On the same day as the murder, the Court of Appeal of General Jurisdiction in Tirana announced a tender at the Public Procurement Agency for an additional floor.
The documents state that the addition will be made precisely at the entrance counter to the court, at the same place where all persons or parties who have a trial in that court are checked. At the same place where the metal detector is located, which of course was placed in the Tirana Court of Appeal through a tender.
In the murder case, the detective did his job after spotting a metal object, while the negligence of the employees resulted in the perpetrator having the weapon at the court hearing.

Two and a half years ago, the new judicial map came into force, which determined only one Court of Appeal, which would be located in Tirana. All citizens must come to the capital to conduct the appeal process, while the building was the same one that had previously served as the Tirana Court of Appeal.
All the judges of the Court of Appeal conduct their trials in several small rooms that serve as a courtroom, while in many cases their offices are also used. There is an inadequacy to conduct a fair trial, to call the parties or even witnesses.
Meanwhile, in this entire situation, according to documents available to VoxNews, the Court of Appeal of General Jurisdiction has opened a tender with the object of "reconstruction, additional floor on the 1-story building, elevation and construction of a single-story building with metal construction for the needs of the Court of Appeal of General Jurisdiction".
It is learned that the limit fund is 12,950,000 lek, or about 130 thousand euros. It is about "erection of steel structures for structures", "erection and similar works for roof frames and covers" or even "construction works for courts". The tender was announced in the APP on October 6, the day the judge was killed a few seconds after giving a decision.

But who should guard the building or the judges? In the hours and days after the judge's murder, a debate has begun about who should guard the buildings or the judges. The Ministry of Interior says that the law does not provide for police protection. The building was occupied by employees of the Illyrian Guard, a state institution 100% subordinate to the Ministry of Interior.
But recently, documents from the High Judicial Council have been released, which with the new court reform has also taken on a security role. The HJC says it has sent documents to the police to protect the buildings, while this Council itself makes tenders worth millions of euros for cybersecurity or even electronic equipment. A few weeks ago, VoxNews reported a super tender worth 10 million euros, a highly controversial procedure, where there were also suspicions of pre-determination of the winner.
Meanwhile, in recent days, even on the day the judge was killed, the KLGJ has opened a tender with the object of "purchasing electronic equipment". The limit fund is 100,508,333, or about 1.1 million euros. We are talking about servers, digital cameras, monitors, personal computers, microphones or even televisions.
Some large-value tenders, to show that there was no shortage of money. But if this money had gone directly to the security of buildings, judges, or the hiring of security guards, perhaps we wouldn't have had the most serious incident that has ever happened to the judicial system itself.
