The Albanian Investment Corporation has canceled the construction of the "Niko Dovana" stadium in Durrës, where the private sector would build the sports facility and in return would take ownership of the towers in the project. The reason is that none of the companies submitted a bid, raising serious doubts that there is a backstory behind it all.
In fact, such projects are postponed and canceled in the early stages, as the firms do not agree to negotiate with the Corporation on the division of the percentage of construction. The documents specify that the state takes a minimum of 45% of the entire construction as well as the stadium, but it seems that this has "scare" the firms, which have started another game.
There are suspicions that everything is being done with the aim of the Corporation reducing the percentage of construction it will undertake or acting in the same way as in the case of the construction of the Vlora stadium, adding several new towers to the initial project.
The Durrës Stadium site is not very popular with builders, as it is not in the center, in the museum area or near the sea. The location and perhaps the towers or buildings surrounding it have not made it a favorite.
In the announcement, KISH writes that there were no interested companies. This decision came a few weeks after the Corporation opened the call and after the transfer of state properties in Durrës to KISH.
According to the decision of the Council of Ministers, the Corporation will act as a property developer, either directly or through entities it may establish. The Corporation was authorized to open a competitive procedure for the selection of a private partner that will carry out the property development through a venture agreement.
“KISH may negotiate and conclude contracts with private entities for the implementation of the project, as well as interact with the Cadastral Agency and institutions responsible for planning and development of the territory,” the decision said. The previous government decision assigned the Albanian Development Fund to implement this project, a decision that has now been repealed.
After the failure of the call, it seems that the Corporation will do the same with the Vlora stadium project, where there will now be 10 towers at that location, including one with 40 floors. The Albanian Investment Corporation has almost completely changed the project of the Belgian studio XDGA, which was declared the winner in the international competition, adding towers endlessly. The initial version of the Belgian studio contained only 4 towers with a height of 50 meters each in the sports complex. But the new, changed version foresees 10 towers, including one with a height of 40 floors.
