The company "Albascan" has won another lucrative tender, but the criteria set were extremely dubious, raising serious doubts that the procedure was predetermined. The firm that should have been under investigation for laboratories in schools or even for the breach of security in the Peqin prison, where weapons were introduced and a prisoner was killed, has won the tender for the anti-drone system to be installed in Albanian prisons.

A procedure that was suspected from the start to be predetermined, since "similar works" or even some other criteria were met only by the firm "Albascan". The irony of fate is that this company, after failing in the security of the Peqin prison, will now also install an anti-drone system in that building. So, it will return to the "scene of the crime", where the perpetrator of the murder in that institution must have been the firm or even those officials who allowed something like this.

But time passed, as the firm "Albascan" has also won procedures from several institutions of special importance, even from the Republic Guard or the Prosecutor's Office and the Special Court. It seems that money also closes the file, as with this procedure the firm will receive a full 2 million euros for the systems that it will install in several prisons.

According to documents researched by VoxNews, OBP has finalized the tender with the object of "supply and installation of an anti-drone protection system for the General Directorate of Prisons", with funds from the State Budget. It is learned that the duration of the contract or the time limit for execution is 6 months of implementation and 24 months of maintenance service from the signing of the contract.

The tender's limit fund is 207 million lek, while the winner was announced as the company "AlbaScan", with a bid of around 191 million lek, or if we add VAT, the amount goes to around 230 million lek, or 2.3 million euros.

Four firms participated in the tender, three of which, although they offered more than Albascan, were excluded. The disqualification of all the others has raised suspicions that the procedure was "tailored" for the winning firm, which has already taken over institutions of special importance, despite the fact that some of its procedures were questionable.

The reason for the disqualification was similar work at 40% of the value, while none of the other bidders achieved it. It seems that Albascan was helped by the tender for scanners in prisons, a system that fell in Peqin, after a weapon was introduced there. So, instead of the company being investigated or disqualified from tenders, it now gains an even greater value.

In the accompanying documents, obtained by VoxNews, it is stated that the prison system has been alarmed by the use of drones to breach prison security and has decided to install a special anti-drone system in all penal institutions in the country.

"In recent years, technological development has brought about the widespread use of drones. Unfortunately, some individuals or even criminal groups have exploited the potential of drones for illegal purposes, including smuggling into prisons and the risk of transporting explosives, espionage and breach of privacy," the documents state, while out of 21 institutions, the prisons will only install the system in 6 of them, including the high-security Peqin Prison.

Currently, the security system relies on physical surveillance by guards and closed circuit television (CCTV) systems, which operate 24 hours a day, 7 days a week. “These have obvious limitations. The human factor in surveillance is prone to errors, fatigue and perception limitations, especially during night shifts or in poor visibility conditions. On the other hand, CCTV systems, although they provide continuous coverage, are often not sufficient to detect and identify small and fast drones, especially at great distances or in adverse weather conditions,” the document continues.
