Three weeks after the opening of the Qukës-Qafë Plloçë road to traffic, the Albanian Road Authority has quickly opened a tender. An amount of around 330 thousand euros has been allocated by Gentian Gjyli for the maintenance of 43 kilometers, the construction of which lasted for more than 15 years.

But what makes this tender more controversial is the deadline, or the short time before the inauguration. It seems that the ARRSH has rushed to make this tender, taking delivery of the entire segment, although the contract stipulates that several months must pass. It seems that, with this action, the winners are expected to be the firms that built it.

Private companies now remove any responsibility for possible blockages or breakdowns, despite the fact that they must act if the work has problems. As happened on the Korçë - Ersekë road, where a segment collapsed and the ARA allocated millions of euros to fix it. No one wants such a fate, as pedestrians could be at risk.

According to documents available to VoxNews, the director of the Regional Road Administration, Gentian Gjyli, has opened the tender with the object of "performance maintenance of the Qukës - Qafe Plloçë road segment". The limit fund of this procedure is 31,819,342 lekë excluding VAT, or 328 thousand euros.

The duration of the contract or framework agreement for its implementation is 12 months, while the opening of the envelopes will take place on October 28. According to the accompanying documents, the length of the segment is 43.3 kilometers, while the elevation of this road varies from 420 m to 1220 m above sea level.

ARRSH writes that the Qukës – Qafë Plloçë road axis is an important national axis. It was so important that its construction lasted a full 15 years!

"It is part of the national axis of Tirana - Elbasan - Korça that connects a large number of villages in the Mokra area with the rest of the country. The road lies in a pronounced mountainous terrain and requires winter maintenance," the documents state. According to it, from the 25th to the 40th kilometer the winter is harsher and lasts longer.

"Snowfall in this segment of this axis is intense, with avalanche phenomena and requires the use of auger snow blowers. The formation of frost and ice is a systematic and worrying phenomenon due to the relief and

"Almost the entire road is in the shade. Maintenance in this area becomes more intensive and requires serious commitment in order to keep the axis always open," continues ARRSH.

According to state institutions, the financial bill for the construction has reached 270 million dollars. This project was meanwhile expected to be completed at a cost of 150 million USD. The entire road has a length of about 43.3 km, divided into 3 lots.
