The price of selling energy from small farms continues to be the same as last year, although the government had promised to increase it by 1.5 Lek/kwh this year.

A verification by Faktoje shows that the public commitment of the Minister of Energy, Belinda Balluku, to increase the price from 8.5 Lek/kwh to 10 Lek/kwh, is still not being implemented.

In December of last year, the Energy Regulatory Authority has kept unchanged the tariff for the sale of energy by small producers, while the latter are eagerly waiting for the price 'awarded' by Balluku.

"After a very good analytical work at the Ministry of Infrastructure and Energy, we reflected an increase in the price. So, for them, from 8.5 Lek which was bought until December 31, it is now bought for 10 Lek" – declared on January 9 the Minister of Infrastructure and Energy Belinda Balluku, referring to the price of selling energy from small producers for this year.

But a verification by Faktoje shows that the pledge to increase the selling price of energy for small households by 1.5 lek is not being implemented.

Contrary to what Balluku stated, the price determined by ERE for 2023 is 8.5 Lek/kwh.
" ... the board of ERE decided: Approval of the annual electricity purchase price, which will be paid to existing producers with a priority of 8.5652 ALL/kwh in 2023."- is written in the decision of the Energy Regulatory Body of December 14, 2022, specifying that the price will be subject to revision in the event of a change in its constituent elements .

Faktoje addressed a request for information to the Ministry of Infrastructure and Energy to learn about the 'fate' of VKM, but until the moment of publishing this article, we still do not have an official answer.

Ndërkaq, edhe përfaqësues nga Shoqata Shqiptare e Energjive të Rinovueshme konfirmojnë për Faktoje se rritja e premtuar e çmimit ende nuk është reflektuar.

“Ne jemi duke pritur, aktualisht na është thënë që VKM është hartuar, por nuk e kemi parë ende. Prodhuesit e vegjël, të gjithë mezi po e presin të materializohet. Nuk e kuptoj pse ka vonesa, ndërkohë na është thënë që është në proces aprovimi.” – shprehet Anita Shushku, duke shtuar se çmimi i ri i propozuar nga qeveria i ndihmon prodhuesit e vegjël.

“Çmimi normal do të ishte një tarifë që do të kishte lidhje me prodhimin, kur është prodhimi më i ulët çmimi duhej i lartë, kur është i lartë duhej çmim i ulët por këtu në Shqipëri është shkencë shumë e komplikuar, ndaj çmimi jo më i vogël se 10 lekë është mirë. Pasi me të gjithë llogaritjet tona na rezulton që çmimi i shitjes së energjisë duhet të ishte rreth 10 lekë që të realizonte atë kthimin e investimit brenda 7-10 viteve. Shumica e heceve të vogla nuk e kanë shlyer vlerën e investimit, përjashto vetëm pak raste, ndonëse kanë që nga viti 2013 që kanë filluar punën. Nuk është favor shumë i madh, gjithsesi është një rritje dhe kjo duhet vlerësuar.” – thekson Shushku.

Prodhuesit me përparësi të energjisë janë kryesisht HEC-et deri në 15MW të cilëve energjia iu blihet sipas një tarife të përcaktuar në bazë vjetore nga ana e Operatorit të Shpërndarjes së Energjisë Elektrike. Çmimi miratohet nga Enti Rregullator i Energjisë mbi bazë të një metodologjie të miratuar nga Këshilli i Ministrave në nëntor të 2017, e rishikuar sërish në 2020.

Sipas metodologjisë formula që nxjerr çmimin vjetor të blerjes (Lekë/kwh) është:“Çmimi vjetor i blerjes (lekë/kwh) = Çmimi mesatar vjetor i tregut të ditës në avancë (HUPX DAM), i energjisë elektrike në profilin bandë (baseload) i vitit përkatës të bursës hungareze (HUPX) të energjisë elektrike në euro cent/kwh x bonusin për promovimin e burimeve të rinovueshme në masën 1.20 x normën mesatare të këmbimit në euro/lekë për vitin e fundit”. Sipas të dhënave, çmimi për këtë vit, është i njëjtë me atë të 2022 prej 8.5652 Lekë/kwh.
