The dismantling of the National Agency for the Information Society after the SPAK investigations has returned Albania to the time of notebooks.
An ever-increasing number of state offices are now facing not only the collapse of computer systems, but also the lack of internet.
The State Cadastral Agency is one of the most affected institutions.
For more than 10 days, Cadastre offices in the districts have been without internet, which has completely penalized the institution, making it impossible for citizens to receive services.
But although the Cadastre was among the first, the number of institutions without internet is growing rapidly. Kapitali has learned that internet service has also been cut off for the Ministry of Finance, one of the most important central institutions of the state.
Since the beginning of this week, the Ministry of Finance has not had access to the internet, forcing the administration to work manually for those things that can be accomplished.
Meanwhile, services that require access to the internet and digital systems have been almost completely disrupted.
Due to the emergency situation, this Wednesday the Public Procurement Agency issued a special order, directing all budgetary contracting authorities to disconnect from AFMIS, the financial management information system. This is the system where the state budget is programmed.
"In the event of the non-functioning of the Afmis System of the Ministry of Finance, contracting authorities/entities must request, at the email address [email protected], the removal of the integration with AFMIS in order to continue the further steps of the procedure," the APP instruction states.
The tender for supplying state offices with internet was announced in August last year. But after its announcement, the usual saga of complaints and blockages began, which dragged out the development of the tender for more than 6 months.
At the end of last month, AKSHI announced the winners of the contract worth 5.1 million euros, the three offers from the companies MC Networking & Nisanet; Abissnet and Digicom & Albanian Telecommunications Union.
After the announcement of the winners, the tender was appealed to the Public Procurement Commission and just 10 days ago, the process was unblocked to continue with the conclusion of the contract.
It is not known whether the ANA has signed the contract with the winning companies and when the service provision will begin.
But in the meantime, state offices have returned to the way they were during the Ottoman Empire's administration, working with notebooks./ Kapital
