14 new social services were presented today by the Ministry of Health and Social Welfare, as part of the event "Social Fund 2026 - Guarantee for the Sustainability of Services for the Welfare of Citizens", which was also attended by Prime Minister Edi Rama.
During 2026, the Social Fund will finance 14 new services, dedicated to children and mothers in need, children and adults with disabilities, the elderly, women and girls victims of violence, as well as children without parental care.
Of these, 12 new services will be offered in the municipalities of Durrës, Përrenjas, Kurbin, Skrapar, Himarë, Kavajë, Vorë, Korçë, Mat, Patos, Cërrik and Kamëz, while two new Emergency and Child Advice Line services will be established at the regional level.
Prime Minister Edi Rama, during his speech, emphasized the radical transformation of the social services system in the last decade, emphasizing that today Albania supports around 65 thousand individuals in an organized manner through a network of institutions and services at the central and local levels.
He underlined that the most important innovation of this process is the extension of services to the local level and the active involvement of municipalities, as a guarantee for their sustainability and efficiency.
"Taking this process forward means going beyond the volume and beyond the figures that are extremely encouraging, because today Albania is taking special care of 65 thousand individuals is something very significant and it is not 65 thousand individuals who are affected by a financing system, but it is 65 thousand individuals who are affected by an organized system of institutions, service points, caregivers and so on.
It is important that we, together with municipalities, push much further the inclusion of families in this social care system.
The example presented here was very touching, very motivating and encouraging to seek more families who are willing to participate in this social effort and care for children who need not just a shelter, but a shelter under which there is a family warmth and here the financing mechanisms must be found together with the local government, but at this point the local government is key and the mayors of the municipalities are absolutely the main actors to achieve to convey the sense of this approach and to achieve to do the necessary convincing work for families, which can join this approach and to which we should dedicate a special fund.
Having said all this, I want to add that the budget is always more significant, of course.
It has increased, as the minister said, 6 times since we started this effort.
It is 17% higher this year than last year, but the budget is not everything and does not say or solve everything. So for this reason we need to deepen this decentralization process, make it more consolidated and in the meantime definitely increase the quality of life under the shelters of social care.
"We have started a process in Tirana with the transformation of the conditions for the famous orphanage, the "Zyber Hallulli" children's care home into a care village within the city, of course, and in this spirit, it is good to see with municipalities and other opportunities to create important community spaces from the point of view of conditions and quality," Prime Minister Rama said, among other things, during his speech.
