The Special Prosecution Office suspects that a criminal group was involved in the murder of Elis Roshkodoli, committed a year ago, and was created to take revenge for events that occurred abroad, from where the victim had returned a year ago.

So far, Voltan Xhani and his cousin who worked at the rented service have been imprisoned for the assassination attempt that took the young man's life. Dritan Milani, who is suspected of having been the target of a previous assassination attempt in which his brother Olger Stolaj was injured, is still wanted.

The prosecution has reconstructed the crime scene, saying that the young man was drinking coffee with a friend the day he was shot dead by a person wearing a Covid mask.

The killer arrived at the scene in a vehicle that had been fitted with stolen license plates in Montenegro, and on the way the license plates were changed with others that had been reported as lost by a German citizen being investigated in his country for fraudulent schemes.

From examining dozens of security cameras to a rented service station, prosecutors are convinced that the open doors of the vehicle that was waiting for the killer indicate that two assistants were waiting for him.

Several people have testified about the incident.

Top Channel journalist Anila Hoxha has secured the testimony of the person who was drinking coffee with the victim at the time of the incident.

"The citizen IB was questioned in the capacity of a person who has knowledge of the criminal offense, who stated that: He is an electroauto professional. He has his own premises in the "Ahmet Haxhija" neighborhood, Shkodër, right in front of the "Salo Halili" school and works on various cars, related to electrical problems and defects. He emphasizes that he started work at around 11:00. He had Elis as a childhood friend, because they grew up together in the "Ahmet Haxhija" neighborhood.

He once had help from him and his brother. He says that around 12:00, Elisi drove up to him in his car, a black BMW, with the license plate AB 708 ES. Elisi told him that his lawn mower had broken down and asked him to go to his house together to see what the problem was and to fix it.

He gave his car to Elis three or four days ago, because he had sold his own car. He says that before going home they went to a cafe, which I believe is called "Hunter's Club". This cafe is located on the road that connects the stadium to the western ring road.

This person seems to have entered through the outer door of the veranda of the bar where they were drinking coffee. He approached him without saying a word and shot in the direction of Elis several times.

He states that he himself started to run away out of fear and fell while running away. He remembers that the perpetrator also pointed the gun at him nearby. He states that he himself shouted that he had nothing to do with anything and then the perpetrator left the premises of the bar and he was unable to see which way he had gone. He emphasizes that he only managed to distinguish the moment when the perpetrator shot.

Mesa remembers that at this moment he was mixing coffee himself. He saw a person about 175 cm tall, of average build, he could not distinguish his hair, he had a white Covid mask on his face, he could not determine anything else about his characteristics. In his hand, the perpetrator had a gun, which seemed long to him. Elisi was driving an “Audi Q5”, black in color, with Albanian license plates.

As far as I know, he gave the money to citizen Valmir Kotrri about two weeks ago, exchanging it for a "BMV", black color, license plate AB 708 ES. About a week ago, Elisi asked him to buy the BMW. According to him, the reason was that he had run out of money and wanted to leave the country. While the declarant told him that he did not want to buy a car. It shows that the victim had made up his mind to buy it for 2 and a half million old lek and three or four days before the incident, he gave him two million.

He explains that he had to give him five hundred thousand lek. He never expressed that he had problems or conflicts with anyone, but it seemed that he was constantly stressed. He rarely used his phone. He states that he could not recognize the perpetrator if he saw him with as much as he fixed at the scene. He did not find anything suspicious when Elisi was at his service.

He says that they have frequented the bar three or four times recently. As far as he knows, Elisi has frequented it more often alone. He knows that he never had a father. He has heard that they were killed when they were young. They grew up orphaned together with a brother they named Taulant, who as far as he remembers died in an accident a few years ago in Elbasan. He has no knowledge of other conflicts.

The declarant states that as far as he knows, he has not had any activity in Albania. He has spent many years in Belgium-France, but it has been about 2-3 years since he returned from abroad. He does not know if he has been abroad anymore. He has not heard a word from the author or any communication. He remembers that there was an elderly man in front of them.
