VETTINGU/ 1/3 of judges and prosecutors in the hands of Belinda Balluku's

Pamela Qirko, the chairman of the Independent Qualification Commission, is the clearest evidence of nepotism and the capture of Albanian justice by the government, as she is the sister of the Deputy Prime Minister and Minister of Infrastructure and Energy, Belinda Balluku.

At the moment when Pamela Qirko was appointed by the Parliament as a member of the vetting commission, her sister Belinda voted in open conflict of interest for her in the Parliament. Balluku was then promoted to the post of Deputy Prime Minister and head of a very important government Ministry.

Sources from the socialist majority indicate that one of the main reasons for Balluk's promotion is precisely the key position of sister Pamela Qirko at the head of the vetting commission of judges and prosecutors. If a judge or prosecutor does not decide in favor of Balluk or her subordinates, very soon he enters and remains in the vetting, where he faces Belinda's sister, Pamela, who not only has the right to vote in the vetting body, but as the head of the KPK also controls the lot of other judges who review the files.

It is the most flagrant case of the seizure of justice by the executive power, when the sister of the deputy prime minister and the minister of infrastructure and energy threatens every judge or prosecutor who has criminal or civil cases related to the broad field of governance covered by Belinda Balluku and her colleagues.

From a look at the website of the Independent Qualification Commission since 2018, when this commission started functioning, it results that the body where Pamela Qirko took part and then led has given a total of 136 decisions, which means about 1/3 of judges and prosecutors who entered the vetting process. With her firm, 56 judges and prosecutors were dismissed, the process of 4 others was stopped, while the others were confirmed in office.
