Government decision: Salaries in local government increase, here are the new limits for the municipal administration

The government approved this Wednesday, at its meeting, important changes in the decision on the salaries of employees of local self-government units (municipalities).

The new decision increases the minimum wage for administrative employees and applies a general indexation of 2.5% to cope with inflation.

Minimum administrative salary 50,000 lek

The most tangible change is that of point 11 of the 2023 decision. According to the new VKM, the basic salary limits for municipal administrative employees are now set at: 50,000 – 57,000 lek per month. This marks an increase in the salary floor for the lowest levels in local administration.

Who benefits from growth and indexation?

The decision specifies that the increase comes as a result of two factors: the wage increase policy and annual indexation.

Increase + indexation (2.5%), benefiting salary classes III-1 to IV-4 (which usually include specialists and mid/low executive levels) as well as administrative employees.

Only indexation (2.5%) benefits senior management classes I-2 to II-2 (directors, sector heads, etc.) and the general minimum/maximum limits.

The financial effects of this decision begin in 2026. The funds will be covered by the unconditional transfer of the central government (2026 Budget) as well as by the own revenues collected by the municipalities.
