
At least 9 requests for the return of items are awaiting review at the Special Court Against Corruption and Organized Crime, related to a previously undisclosed investigation. Report TV has learned exclusively that the SPAK inspections 18 days ago, reported on companies linked to Klodjan Allajbeu of the "American Hospital", are related to intensive investigations in recent weeks into the Healthcare Laboratory Concession.
Documents, mobile phones, computers and other valuable materials for the investigation of the concession worth over 100 million euros have been seized from the concession companies and other suspected related companies, such as the American Hospital and the owner Klodjan Allajbeu. It was precisely from the latter that SPAK seized the phone during the personal search, which the businessman is seeking to have returned to him by the preliminary investigation judge Elsa Ulliri.
The "black squad" of the GJKKO will have to review a total of 9 requests related to these checks, where in addition to Allajbeu, the American Hospital itself has filed a criminal complaint and is demanding the return of documents and other seized items.
The concession company “LABORATORY NETWORKS”, created by the merger of three different businesses to gain the management of laboratories in regional hospitals and 2 municipal hospitals in 2019, is among the firms that were searched and valuables were seized for the investigation. Its administrator Sokol Ramizi was also searched and his mobile phone was seized, which he is seeking to have returned. Ramizi is also the 100% owner of another business, T-MEDSS, which deals with the trade of medical, laboratory and hospital equipment and devices.
T-MEDSS is the parent company of Labopharma sh.pk, which owns 41.7% of the Laboratories concession, i.e. the largest share. Labopharma was also subject to inspections ordered by the prosecutor in the case, Dorina Bejko, as was the case with the other concession-winning company, AB Laboratory Solution BV, a company registered in the Netherlands, with a 33.3% share in the consortium. The inspections on behalf of this company were carried out at PEGASUS sh.pk, owned by a Greek businessman named Janis Karathano, often mentioned as closely linked to Klodjan Allajbeu of the American Hospital. Pegasus is the parent company of AB Laboratory Solution BV. Both Labopharma and Pegasus have made separate requests to the GJKKO for the return of the seized items.
The third company in the consortium is the French company Exalab, which was considered when the concession was awarded as the one that fulfilled the conditions. EXALAB's credentials served to meet the tender criteria, although it is only represented with 25% in the consortium. The ultimate owners of this company are unknown, just as it is unclear whether SPAK has requested information about it or not.
To return to SPAK's suspicion that the American Hospital and Klodjan Allajbeu are hiding behind the Laboratory Concession, prosecutor Dorina Bejko has ordered personal checks on three separate individuals: Osvelda Qafa, Head of Financial Operations at the American Hospital, as well as the couple Onejda Ymeraj and Arbër Teqja. Ymeraj has been one of the main managers of the American Hospital since 2014, while Teqja was previously the owner of 70% of the shares of a business called "Ecco Recycling", which was later bought by the company ANAMARK, whose owner is 100% Klodjan Allajbeu. Qafa, Ymeraj and Teqja are requesting the return of the mobile phones at the GJKKO.
The concession contract “For the provision of laboratory services to university, regional and municipal hospitals of Saranda and Lushnja” was signed on April 24, 2019, while the procedures had started in 2015. An October 2021 report by the Supreme State Audit found major violations and concluded that the Ministry of Health had awarded it in violation of the law “On Concessions and Public Private Partnership”. For this procedure, the Supreme State Audit Office sued the seven members of the commission for awarding the concession in SPAK and also requests the Ministry of Health to take measures to review and terminate the contract.
