But why did the government and the Socialist Party need a character with such a small fortune, at the head of an institution of particular importance, which turns over millions of lek every day. In the following, we will show you how, in the position of director of OSHEE, Plator Mehmeti managed to build the scheme and the HTM company that would receive 25 million euros in tenders, and the main source would be OSHEE, where he himself was the director.

The HTM company was founded in 2009 by citizen Ilir Tabaku, who turns out to be a character with strong leftist connections, and even with family members employed in the most important institutions of the city of Durrës, such as the municipality, the port, or even in companies that also benefit from state funds.

Two years after the establishment of the HTM company, the first trace of Plator Mehmeti's connections with Ilir Tabaku's company is also noted. Mehmeti buys 90% of the shares from Ilir Tabaku for the value of 90 thousand lekë, thus becoming the legal owner of this company. But after a year, another suspicious transaction takes place, where Mehmeti resells 90% of the shares to the founder of the company Ilir Tabaku for the same value he bought them for, i.e. 90 thousand lekë. On January 31, 2014, Tabaku decides to suspend the activity, only to reopen it a year later.

According to balance sheets filed with the National Business Center, for the years 2011-2013 this company had invoiced around 20 million lek or 200,000 euros from the sale of construction materials.

HTM would remain suspended for more than a year, only to be reactivated in September 2015, a year after Ardian Çela would be appointed as General Director of OSHEE and Plator Mehmeti as Chief Engineer of OSHEE in Durrës, a region where Çela is one of the main political leaders of the Socialist Party.

It seems that the electoral commitment also required financial support, so the company, with a modest turnover for the construction sector, was reactivated in 2015, and along with the new status of Ardian Çela and Plator Mehmeti, the success of the HTM company began.

Within a few months, from its activation in September 2015, the HTM company, invoices a full 36 million lekë or 360 thousand euros. So, in 4 months, this company invoices approximately double the turnover of the three years taken together, when Ardian Çela was not yet the director of OSHEE and Plator Mehmeti the Chief Engineer of Durrës.

From this time on, the HTM company would only recognize increasing turnover and profits, multiplying them from year to year, similar to those of 5D in Tirana.

The explosion of managerial skills is capitalized on in the 2016 balance sheet, when this company invoiced 293 million lek, of which it earned 104 million lek net, i.e. with a profit rate of 30%.

It seems that Plator Mehmeti's several years of experience in OSHEE has influenced the HTM company to expand its activity in 2017 by including renewable energy sources.

And this expansion immediately proved successful, with the HTM company generating 614 million lek in revenue in 2017 alone, achieving a profit of 183 million lek, a profit equal to 3 years of turnover for the same company when the Renaissance was not in power.

While the main or only source of income for this company were multi-million tenders from state institutions, the risk is further increased, with the expansion of activity in another sector, that of water supply and sewage. In 2018 and 2019, according to documents submitted by the Central Bank of Albania by employee Mirgen Merollari, the HTM company also operated in the water supply sector, which, as results from the evidence provided, each expansion of activity was then accompanied by a larger tender.

One of the most serious abuses, which has left shocking evidence for the justice system, occurred in May 2019.

This month, the HTM company registers a secondary address at the Durrës Port Authority. According to the documentation submitted to the Central Bank, this address is registered as a legal obligation for the contract concluded with this institution for “Service for the maintenance of electrical energy assets for four years”. There is no data on this procedure in OpenData as another tender for this service won by this company in 2023 is reflected. But interesting data is obtained from an Audit of the Supreme State Control at the Durrës Port Authority.

This report expressly states that this procedure is in flagrant violation of the law and is considered a damage to the institution. According to the KLSH, the damage calculated from the fictitious award of the tender, and moreover to a company that did not even meet the criteria, caused a damage of about 105 million lek or 1. 1 million euros.

In the conditions when there are no other operators in the competition, KVO should cancel the procedure, analyzing the causes, changing the criteria to increase the number of participants and developing a new procedure to avoid the illegal use of public funds in the amount of 105,384,000 lek, in violation of Law No. 9643, dated 20.11.2006, “On Public Procurement”.

Ndërsa KLSH analizon këtë tender abuziv dhe kompaninë HTM si fituese e garës, sjell në vëmendje edhe disa tendera të tjerë që kjo kompani ka fituar nga OSHEE. Këto të dhëna interesante përftohen në momentin kur kompania HTM paraqet për plotësim kriteresh në tender, kontratat dhe bashkëpunimin me kompanisë AL-ASFALT. Kjo e fundit vetëm në vitin 2016 ka përfituar jo pak, por 5 milionë euro tendera vetëm në një vit nga OSHEE, ku Plator Mehmeti, pronar i HTM, ishte kryeinxhinier. Nëse i referohemi gjetjeve të KLSH-së për vitin 2016, kompania HTM dhe AL-ASFALT, kanë përdorur të njëjtën skemë siç 5 D në Tiran. Al ASFALT ka fituar nga OSHEE, tenderat “Instalim, montim i sistemit të kontrollit të rrjetit elektrik, kabinave të transformimit në Durrës”, vlera 292,728,000 lekë. Zgjerim rrjeti 20kv ne sektorin rinia me dalje te re F.16.SP nga ns.t Spitalle me linje kabllore nëntokësore me kabina te reja 20kv dhe rrjet TU”, me vlerë 174, 979,555 lekë.“Ndërtim dhe rikonstruksion kabina, rrjet elektrik shpërndarje TM-TU në Kavajë”, vlera 29.213.126 lekë. Dhe nëse i referhohemi auditit të KLSH dhe dokumenteve zyrtare të këtyre kompanive, të firmosura para noterit, tenderat në OSHEE fitoheshin nga AL ASFALT dhe më pas punimet kryheshin me nënkontraktim nga HTM e drejtorit të OSHEE Durrës. Dhe kur është rinovuar kontratat në vitin 2023, HTM del në skenë si bashkëfituese e tenderit nga OSHEE për “Mirëmbajtja e aseteve elektronergjitike për 3 vite sëbashku me AL ASFALT.

Bumin financiar kompania HTM do ta njihte në 5 vitet e fundit, ku do të rezultojë një nga kompanitë më të sukseshme në vend, e cila nga 2019 deri në vitin 2023, viti i fundit i dorëzimit të bilanceve në QKB, do të përllogarisë një xhiro prej 25 milionë eurosh, e të gjitha këto nga tenderat dhe paratë e taksapaguesve shqiptarë.

Fillimisht do të ndalemi tek xhiroja e kësaj kompanie, për të marrë më pas një e nga një tenderat e fituar, pjesa më e madhe të cilave rezultojnë të jenë fituar nga OSHEE, ku Plator Muhameti është drejtues.

Për vitin 2018 kompania HTM kompania ka një faturim në vlerën 177.000.000 lekë dhe një fitim 24.000.000 lekë. Ajo qe vihet re në këtë bilanc është se kompania ka në pronësi toka në vlerën 300.000 euro dhe ndërtime në vlerën 2.1 milion euro.

Në vitin 2019, do të nis edhe ndryshimi i madh, ku veç tenderave nga OSHEE, kompania do të jetë e preferuara e kryebashkiakëve dhe drejtorëve socialistë, që do ta kontraktojnë për punime të ndryshme. Këtë vit HTM deklaron 355.300.000 lekë xhiro dhe një fitim 80.000.000 lekë. Po në këtë vit kompania deklaron se ka blerë aksione në një tjetër kompani.

Sipas të dhënave në QKB kompania HTM është 100% aksionere e kompanisë BE-IS Energy.

Dhe pse aksionet janë blerë në vitin 2019 kontrata është depozituar në vitin 2020 në QKB.

Vlera e aksioneve është 105.000 euro, por nga verifikimet rezulton se kjo kompani zotëron një koncension për ndërtimin e një hidrocentrali. Për këtë vit, në bilanc deklarohet dhe një depozitë bankarë në vlerën 150.000.000 lekë.

Në vitin 2020, HTM ka një faturim 287.000.000 lekë dhe fitimnë vlerën 46.000.000 lekë.

Depozita shkon në vlerën 210.000.000 lekë.

Për vitin 2021, tenderat e fituar dhe xhiroja trefishohet dhe faturimi nga HTM deklarohet 61.000.000 lekë dhe fitim 117.000.000 lekë.

Edhe viti pasardhës vijon me rritje të mëtejshme, me një xhiro prej 800 milionë lekësh dhe 83 milionë lekë fitim. Vlera e trojeve në këtë vit shkon 480.000 euro.

Rënia fillon sërish në vitin 2023. Ndërsa kryeministri Edi Rama shkarkon Ardian Çelën nga OSHEE dhe në kupolën e këtij institucioni nisin largimet, edhe kompania HTM e ndjen direkt me përgjysmim të xhiros së 2 viteve të fundit. Për vitin 2023 kjo kompani deklaron një xhiro prej 375 milionë lekësh dhe një fitim 35 milionë, që sërish mbetet një nga xhirot e paarritshme për mijëra biznese shqiptare të atij sektori.

Nëse do të ndalemi tek tenderat e fituar nga kjo kompani, rezulton se pjesa më e madhe  e tyre janë pa garë dhe me flamur të kuq, ç’ka nënkupton shkeljet në procedurën e tenderimit. Miliona euro janë përftituar nga institucionet e energjetikës, KESH, OST si dhe vetë OSHEE ku Plator Mehmeti është drejtor.

Tenderat nga Drejtoritë në varësi të Belinda Ballukut janë marrë pikërisht në bumin financiar të kësaj kompanie, pra nga viti 2019 deri në vitin 2023, e përllogariten në miliona euro. Pjesa më e madhe e tenderave, siç duket nga dokumentet e prokurimeve janë pa garë.
