Kristian Shkreli's hearing at the GJKKO, witness: Kristian told me 11 votes, but not the candidates

The next hearing in the trial against the mayor of Vau i Dejës, Kristian Shkreli, against whom SPAK has filed charges of active corruption in the elections, took place this Friday at the Special Court against Corruption and Organized Crime.

As in the previous session, prosecutors continued questioning the witnesses called in this process.

The testimony of the OSHEE electrician
The first to testify was Martin Toma, who said that he works as an electrician at OSHEE in Vau e Dejës and was asked about an intervention in the electrical network in the village of Stajkë.

"I work at OSHEE Vau i Dejës as an electrician. I am partially aware of the repair. In Stajka there was a neighborhood with a depreciated network. The OSHEE managers called us and told us that we would be working there. The head of the technician, Jetmir Deda, told us that we would go that day to do the repair," Toma declared in court.

He added that workers dismantled the old network and installed new poles and cables.

"As soon as we went to the Stajka neighborhood, we dismantled the building and then installed the poles. We dug holes for the poles and installed the cables. All the materials came from OSHEE vehicles, with invoices and documentation. It was a construction company that dug the holes, but I don't know if it was private or state-owned," he said.

Testimony of the former director of public services

Next, Leorenc Pjetra, an urban planning specialist at the Vau i Dejës municipality, testified, saying that he knew about an electric line in Stajka, but only from the media.

"Yes, I know about an electric line in the village of Stajka and I found out about it from a portal. I don't know what investment was made, but I only know about an electric line. I know that it was made in February-March 2025," he said.

Pjetra stated that at the time he held the position of director of public services and does not remember being contacted by the mayor about this issue.

"During that period, I don't remember receiving a call from Kristian Shkreli. We had frequent calls about irrigation or drainage canals, but in this case, I was asked for help from the head of OSHEE for a flood. I don't remember Kristian Shkreli calling me," he said.

According to the witness, the fadroma was required to remove or uproot electric poles.

"The director told me that he needed a fadroma to uproot or remove poles. The fadroma would be used by a citizen named Kastriot," Pjetra stated.

Franga Kolaj's Testimony
Another witness was Franga Kolaj, a resident of Laç i Vau i Dejës. During the hearing, the prosecutor read a wiretapped conversation between her and Mayor Shkreli, which was related to the voting of her children living in the diaspora.

According to the content of the conversation, Shkreli told him:

"Vote for 11, but don't vote for the candidates."

The witness explained in court that the conversation was about her children's request to know who to vote for.

"A long time ago, my husband was sick. When my husband was injured, Tom Doshi helped me. I am a leftist with a family, I am the chairwoman of the women's party for the Socialist Party in Vau Dejës. When Kristian Shkreli became the chair, he helped us," Kolaj said.

She added that her children, who live abroad, wanted to vote for Tom Doshin.

"The children told me that we want to vote for Tom Dosh because we have a moral obligation. I called Kristian and said: the children told me which of the candidates to vote for. Kristian told me 11."

Kolaj also emphasized that the mayor was never asked for help in exchange for a vote.

"I live in Laç, Vau Dejës, and I have never asked for help with electricity or other services. Kristian Shkreli has never told me to vote for Tom Doshin in the context of the rewards," she stated.
