Lawyer Plarent Ndreca has opposed the KLGJ Instruction and the new GJKKO Security Regulation, asking the National Chamber of Advocates to intervene institutionally against them.

According to him, these acts bring restrictions that affect the legal profession, media freedom, and the transparency of judicial processes.

In Memorandum No. 2, Ndreca argues that, for the first time, restrictions that the legislator has not provided for by law are being created through administrative acts of the governing bodies of the judicial system and the administration of the courts.

He urges the Chamber to take concrete action, including filing a lawsuit with the Administrative Court to establish the absolute invalidity of these acts and suspend their implementation.

This reaction of the lawyer comes after the publication of the new regulation of the Special Court of Kosovo (GJKKO) and the comment of the Deputy President of the Special Court, Erion Bani, on the last day of the court's work, July 31. While the new regulation affects the work of lawyers and the media, it was officially announced that the regulation will enter into force on September 1.

So far, two media organizations have reacted, the Association of Albanian Journalists and the Union of Albanian Journalists, who criticized the new regulation.

Meanwhile, contacted by phone by journalist Anila Hoxha, Prof. Dr. Maksim Haxhia, head of the National Chamber of Advocates, said that he became aware of the new regulation only from media reports in recent hours.

" They have officially made them available to us, but if this regulation is such, I conclude that it was prepared in a complete lack of transparency and was published while on vacation. On the first day of September, I will call the advocacy structures and, as soon as the Chamber is officially acquainted with the regulation, we will decide what actions we will take regarding a regulation that violates the work of lawyers. Personally, I am in favor of the extreme measure, which is a boycott, but we will decide on it in September ," Haxhia said.
