At a time when the High Judicial Council and the General Prosecutor's Office have been waiting in vain for over two years to receive funds from the government to systematize the infrastructure of the only Court of Appeal in the country, Prime Minister Edi Rama seems to have other priorities.

All-powerful, with Albania's portfolio in his hands, Rama has decided to declare the High Inspectorate for the Declaration and Control of Assets and Conflict of Interests (HIDAKPKI) a kind of "strategic investor" by giving it around 1.5 million euros for the construction of a 7-story tower in the center of Tirana.

HIDAKCI is the institution that must verify the assets of senior officials, including governors, MPs, ministers, mayors and others, as well as uncover the conflict of interest of this high state caste.

For many years, the HIDAKKI has excelled "with its lack of results", without creating any kind of headache for Prime Minister Rama and the courtiers who surround his power.

In return, through a kind of "pact of silence", the prime minister has decided to reward the institution that should but has not dared to touch the assets of senior politicians, which often surprise public opinion with the ease of their multiplication.

Prime Minister Edi Rama's "gift" to the Asset Declaration Inspectorate, headed by Evgjeni Bashari, is a new seven-story building, which is expected to improve the working conditions of the 28 senior inspectors and about 50 others who crowd the administration of that institution.

Asset Declaration Tower

On February 19, 2025, the National Council of Territoriality (NKT), under the leadership of Prime Minister Edi Rama, approved decision no. 8, with the purpose: “Approval of the construction permit for the 'reconstruction and addition of 1 floor to the existing 6-story building, 7-story side addition with 1 underground floor, of the HIDAKPKI building”.

The existing building of the institution is located on "Reshit Çollaku" street, almost in the center of Tirana, surrounded by the High Court and the General Directorate of the Albanian Post Office.

The location is strategic and highly coveted for state officials. However, it seems that the HIDACCI staff was not very satisfied with the conditions of the offices, even though they were built only a few years ago.

The silent "service" they have provided to the government, of course, would like its own reward. For those institutions, which the law considers "independent", but which are too "friendly" to his power, Prime Minister Rama is ruthless.

The current building of the Asset Declaration Inspectorate is composed of two parts. One, the lower one, was an old, 4-story building, completely reconstructed in 2004-2005. During this reconstruction, a new, 6-story building was added to the existing building, creating a complex that is both interesting and functional for the institution's staff.

But it seems that this is not enough. The people who have to verify the assets of high-ranking officials should feel even more comfortable in their offices.

This was what Prime Minister Rama thought about, who, in addition to the construction permit, approved through his parliamentary majority a fund of more than 1.8 billion old lek (or 1.8 million euros) for the reconstruction of the building.

The documents state "reconstruction", but in fact it is a completely new construction, with 7 floors above ground.

Tender 1.8 million euros

On June 2, 2025, the Asset Declaration Inspectorate announced the tender for the "Additional floor and reconstruction of the HIDAKKI building". The limit fund was 180,016,584 new lek.

This procedure, followed by the institution's Secretary General, Arbër Basholli, was canceled within two weeks, because "it was found that the tender documents contained significant errors or deficiencies."

It seems that these errors were repaired very quickly, as the HIDAKKI announced the same tender on June 20, 2025, with the same object and fund limit.

"Boldnews.al" reviewed the tender documents and found a strong "anomaly" between the object of the public procurement procedure and what is actually intended.

The object of the tender is "additional floor", while it is also associated with the term "building reconstruction".

But, in fact, inside the documents, it is revealed that it is a new building with a full 7 floors.

"The 4-story brick building is demolished to make way for the construction of a new structure that is attached to the 6-story building. The new structure with b/ado construction will be built with 7 floors above ground and 1 floor underground. The two buildings are connected to each other both in construction and in height, quotas, materials and textures," says the report accompanying the tender with a fund of 1.8 million euros.

The tender documents then explain in specific and technical terms how the "reconstruction" and "floor addition" will be carried out, with a special focus on how the elevators, which are essential for a tall building, will function.

Staying in the elevators of the HIDAKKI, there is a kind of joke, a kind of black humor. There are those who say that, when they enter the elevators of the institution that examines conflict of interest, any kind of "conflict" disappears and only "interest" remains./ Boldnews
