In an interview for the Breaking show on Top News, Eduart Subashi, the protester who was dragged away by private guards in Zvërnec, showed a document of taking ownership of the land under Law 7501 in 1991, but that he had not been able to register it in the Cadastre.

"We went and they told us that the law for Zvërnec has not been passed. For 35 years we have not been able to transfer ownership of the land. We are all the same in the village. We have ownership certificates and we cannot do anything about our properties," he said.

However, having an AMTP does not automatically make you the owner of the land. In 2018, the Ministry of Justice suspended the process of granting final titles for properties divided under Law 7501 on the coast, citing the problems that the parcelization of these properties had caused for investors and their benefit through falsified documentation.

Two years later, the Assembly approved the law on the completion of transitional ownership processes, where the articles and sub-legal acts issued by it determine the cases when property divided with AMTP according to Law 7501 could not be registered.

According to the bylaws, areas that have changed their status from agricultural land to land, public infrastructure work, coastal sand, beach, or water surface cannot have their property titles registered in the Cadastre.

While in all other cases, i.e. when the land is registered as agricultural land, the Act of Taking Land into Use, AMTP, will be registered in the cadastre and the owner will receive the title deed. This is the reason for the unclear status of the property in Zvërnec, where the status of a protected area has been superimposed on the agricultural land.

In the same interview, the violent protester stated that he himself lived in Greece, that he had left the land fallow, but that he was not against the investment and asked to become part of it, claiming that he was the owner with AMTP.

"I live in Greece, but I came to protect my land in Zvernec. Investments cannot be made by plundering land. I have not developed the property in Zvernec, I have left it in that state, but I will develop it in the future. We want to be recognized as owners and then we are open to dialogue with the Government about everything," he said.
