The murder in Peqin prison

Journalist Artan Hoxha has revealed the dynamics of the murder in Peqin prison. Hoxha said that the murder has been planned for a long time from abroad, for reasons that can be related to revenge.

According to the journalist, at the moment that Sokol Mjacaj learned through the television, the order of the minister Ulsi Manja, that he would be transferred to the 41 bis regime, he asked to go outside the prison.

After being allowed, Mjacaj took the weapon that might have been hidden outside and went to Arben Lleshi's window where he executed him. As a result of the shooting, Indrit Shaqja was also injured.

According to Hoxha, the execution plan had been planned for a long time and was expected to happen from moment to moment.

"When he received the information that would be sent to the 41 bis regime, he asked to go to the ventilation room, because there was no ventilation schedule. And when he went out to the airing room, he shot him. The cell in which Arben Lleshi was located has a window on the outside, it was not shot from the corridor, it was shot from the outside at the window, where the life of the person sentenced to 32 years in prison was taken and Indrit Shaqja was injured. The person in question, after making the blow, was in danger, as he could be shot by the security guards. Outside, the security guards are armed, especially those at the top, while the inside guards do not carry weapons. This one shot and to escape the elimination he went inside. Here we understand that this event has been planned in detail. He has entered the interior, where is the kitchen and the corridor that leads to family meetings. He went to the meeting room and took hostages. He stayed in this sector for more than 50 min. He has managed to negotiate with both the director of the prison and the General Director of Prisons. He had no intention of harming other people or himself.

The special forces of the prison went and then RENEA went, but it did not take action, since the killer aimed to eliminate the target and surrendered", said Hoxha in Euronews Albania.

"The prisoner called me, he had seen a weapon"

Hoxha shared the conversation he had with a prisoner in the prison in Peqin. Hoxha said that a short time ago he had spoken with another convict in the same sector where the incident took place. The prisoner (whom he did not identify by name) had called him to express his concern that weapons had been brought into the prison, but also because he had begun to worry that he would be a target.

"A few days ago I spoke with a convict who is in this sector and I spoke about this very thing. He felt threatened and had information that weapons had been introduced into the institution. He didn't know who was going to get hit and he was afraid that he would get hit himself. The person I communicated with was convicted abroad, also convicted in Albania. He belongs to the time '97-200, he was convicted as a member of one of the biggest gangs in the south of the country. He was caught abroad, sentenced there, returned to Albania.

He has been in prison for 25 years, he is a well-known person and I believe that my conversation with him is recorded. He expressed his concern to me because he himself felt threatened and felt that they could hit him too. He also gave me an orientation as to who could have brought weapons into the prison, he also told me that this was not a recent thing. The information he gave me gave me the impression that there were problems inside. I had started to verify the information. Yesterday he received an information and told me that this incident happened. He told me directly that this incident happened. The incident is under investigation," said Artan Hoxha.

The prosecution is also investigating in another direction, that of the murder ordered from abroad, but there is still no confirmed official information.

20 days with a gun in the cell

Meanwhile, the Prosecutor's Office of Elbasan announced today the circumstances of Friday's murder in Peqin prison, resulting in one death and one injury. The prosecution also stated that it had detained the director of the prison, Kamber Hoxha, and 11 of his subordinates who are suspected of abuse of office.

As the author of the event, Sokol Mjacaj, sentenced to life imprisonment, is charged with the charges of "murder in qualifying circumstances", one of which remains pending; "keeping and manufacturing weapons, explosive weapons and ammunition" and "introducing or keeping items in the institution of execution of prison sentences". All 12 officials and employees of the Peqin prison police have been detained for the criminal offense of "abuse of duty".

From the investigations so far, it has been found that after noon on Friday, the convict with life imprisonment, Sokol Mjacaj, shot with a pistol at the convict Arben Lleshi, leaving him dead on the spot, as well as at Indri Shaqjas, whom he injured.

Afterwards, Mjacaj threatened the service employees with firearms and was isolated in the premises of meetings with family members in this prison. The prosecution says that a firearm, 5 cartridges, and two damaged shells were seized as material evidence.

After questioning the author of Mjacaj and carrying out preliminary investigative actions, it was concluded that the firearm was brought into Peqin prison and then kept in the room by the author of the murder for about 20 days. The prosecution suspects that the firearm was also kept by Mjacaj in the common areas of this prison, both in the ventilation and in the internal regime.

"...There are reasonable suspicions that the service employees did not fulfill their functional duties, as they did not carry out the physical control, which consists of the convict leaving the room for ventilation and returning from the ventilation to the room on the day of the event as well as on the days of previous. Also, during the transfer from the premises of the building named as 41 biz where he was accommodated to the high security building B where the convict Sokol Mjacaj was recently accommodated, it turns out that the standard procedure of physical control and personal belongings was not carried out , as the security scheme provides," the Prosecutor's Office further stated.

Also, it is emphasized that the prison information authorities did not inform the operating room of the Elbasan Local Police Directorate or the Peqin Police Station about the serious incident that happened on Friday.

Based on the data of the preliminary investigation, the detention of the 28-year-old convict Sokol Mjacaj and 12 officials and police officers was carried out in Peqin prison. Specifically, the director of the Peqin prison, Kamber Hoxha, was detained; the head of the regime of the building 41 Bis, Qani Muça; former head of security, Nikolin Gjonpalaj; the head of the regime in a prison building, Wilson Shima; information specialist, Arben Dulellari; and service workers, Fatos Pire, Ilir Balla, Florenc Mile, Fatos Pire, Ilir Balla, Florenc Mile, Genci Muça, Indrit DUbali Klement Haka and Erjon Çila.

Mjaçaj is serving a life sentence after he robbed and killed two Czech tourists in the village of Prekal in Dukagjin in July 2015. While the victim Arben Lleshi was sentenced to 32 years in prison for a murder committed in Great Britain. Another convict, Indrit Shaqe, was also injured as a result of this conflict.
