The most active people in this scheme are Arben Guraj, responsible for Transport, near this municipality and Altin Pali, Director of the Urban Planning Office, near the Ura-Vajgurore municipality.

In a telephone communication carried out between Altin Pal and Arben Guraj, the two officials talk in a coded manner, where Altini tells Arben: "...we will get paid, this month or not...". While on the other hand, Guraj replies: "...when have I ever left you in the mud...".

According to SPAK, this conversation and many other intercepted conversations, shows that Urban Planning officials in the Municipality of "Ura-Vajgurore" had turned mitmar into a business, constantly demanding "salaries" from citizens every month.

Meanwhile, in another conversation intercepted by SPAK, it is clear how the cars of the municipality of Ura-Vajgurore are rented for the account of the commercial entity of Vait Kosh. It is learned that it is about a loader or excavator, which the Transport Manager in the Municipality gives to Vait Koši, so that he can use it in a construction site that he had started in Roskovec. Teka sees that Arbeni wants to reject him, Vait Koshi tells him that in this case he should look at the private interest and not the state one, since the affairs of the state never end.

From the transcription of the conversations which are reflected in more detail in the investigative file, communications of interest to the investigation developed by Arben Guraj and other persons who are involved in this illegal activity result.

Specifically, in the phone call dated September 11, 2020, Arben Gurraj talks with the administrator of the trading company, Vait Koshi, where this conversation takes place between them:

Arbeni : Two thousand, I said 2000 (two thousand) as you told me. Shif, get something for yourself, let's not work here.

Vaiti : What can I say now, let's talk.

Arbeni : For you, not for me, for God...!

Vaiti : Yes, normal, don't worry, let's talk.

Ndërkohë në një bisedë tjetër të zhvilluar serish mes Arben Guraj dhe Vait Koshit, zhvillohet një komunikim, ku Arbeni pret që Vaiti, ti çojë pagesën e parave. Shuma prej 1 milion lekë ishte për dikë tjetër, që Arben Guraj, duhet t’ia çonte pasi siç thotë dhe vetë ai në komunikim, kishte mbetur i turpëruar.

Vaiti: Hë shef?

Arbeni: Po ça shef, pse më turpëron me njerëzit o burri dheut, unë të përgjigjem!

Vaiti: Të thashë pra sot jam atje.

Nga përmbajta komunikimeve të mëtejshme telefonike të kryera mes Arben Guraj dhe Vait Koshi, kuptohet fakti se Arben Guraj pret që Vait Koshi t'i sjellë pagesën. Konfirmim i këtyre përgjimeve janë edhe në raport me veprimet BKT dega Fier, ku Vaiti ka tërhequr shumën prej 100.000.00 Lek.

Ndërkohë në një tjetër bisedë të përgjuar nga SPAK, del qartë se si makinat e bashkisë së Ura-Vajgurore, jepen me e për llogari të subjektit tregtar të Vait Koshit. Mësohet se bëhet fjalë për një fadromë ose eskavator, që përgjegjësi i Transportit në Bashki, ia jep Vait Koshit, në mënyrë që ky ta përdorë në një shesh ndërtimi që kishte nisur në Roskovec. Teka shikon që Arbeni kërkona ta refuzojë, Vait Koshi i thotë se në këtë rast duhet të shikojë interesin privat dhe jo atë shtetëror, pasi punët e shtetit nuk mbarojnë asnjëherë.

Mes tyre zhvillohet kjo bisedë:
