At the request of the Prosecution, the Special Court Against Corruption and Organized Crime signed the security measure of arrest and imprisonment in absentia for Aleksandër Laho, known as " Rrumi i Shijak ", on the charge of corruption for the file of alienation of properties in the Bay of Lalzi . 

In the 2-year investigation file, the prosecution has strong evidence, such as 2 videos found on Rrumi's phone, which are believed to have been recorded in 2017. Rrumi is shown shopping and bribing the representative of the State Attorney , Irgen Kirçuku , so that the latter would withdraw from the appeal of the judicial process of the alienation of 45 thousand square meters of public land in Lalzi Bay. 

The former lawyer under investigation has admitted to SPAK that he received 9 million ALL in bribes in 2 installments, but he claimed that he had been threatened to receive them. Even when the decision became final and no appeal was filed, the lawyer claims that Rrumi asked him to return the money.

The Special Prosecutor's Office Against Corruption and Organized Crime is investigating criminal proceedings no. 235 of 2020, for the criminal offenses "Passive corruption of persons exercising public functions", "Active corruption of persons exercising public functions", "Abuse of office" ” and “Forgery of documents”, the latter committed within the framework of the structured criminal group, provided for by articles 259, 244, 248, 186, 28/4, 333/a and 334 of the Criminal Code.

Following the investigations at the request of the Special Prosecutor's Office, the Special Court of First Instance for Corruption and Organized Crime, with decision no. No. 76 dated 20.10.2022, among others, decided:

The assignment of the coercive measure of personal security "House arrest", provided for by Article 237 of the Penal Code, for the person under IK investigation, suspected of committing the criminal offense "Passive corruption of persons exercising public functions". provided by article 259 of the Criminal Code.

The assignment of the coercive measure of personal security "prison arrest", provided by article 238 of the Penal Code, for the person AL (alias PM), suspected of committing the criminal offense "Active corruption of persons exercising public functions ", carried out in collaboration, provided by article 244 and 25 of the Criminal Code.

Në datën 22.11.2022, Drejtoria e Përgjithshme e Policisë së Shtetit ekzekutoi masën e sigurimit “arrest në shtëpi”, parashikuar nga neni 237 i K.Pr.Penale, caktuar ndaj I.K., ndërsa vazhdojnë kërkimet me qëllim ekzekutimin e masës së sigurimit “arrest në burg”, caktuar ndaj të hetuarit A.L. (alias P.M.).

Gjatë hetimeve të këtij procedimi penal është bërë e mundur evidentimi i një skeme të mirëfilltë kriminale në falsifikimin dhe regjistrimin e pronave në vijën bregdetare të quajtur “Gjiri i Lalzit”, Durrës.

Gjatë hetimeve të këtij procedimi penal Gjykata e Posaçme e Shkallës së Parë Për Korrupsionin dhe Krimin e Organizuar me vendimin nr. 409 datë 30.10.2021 ka vendosur sekuestron preventive mbi një sipërfaqe toke prej rreth 200 000 (dyqind mijë) metra katrorë që gjendet në zonën e quajtur “Gjiri i Lalzit”, Durrës.

Also, at the request of the Special Prosecutor's Office, the Special Court of First Instance for Corruption and Organized Crime, Tirana, with decision no. 497, dated 18.11.2022, has imposed preventive seizure on an area of ​​203 100 (two hundred three thousand and one hundred) square meters located in Shetaj, (Gjiri Lalëz) Durrës. Investigations continue regarding the identification of criminal facts and persons involved in this criminal activity.
