Doubts about the predetermination of the winner in the tenders of the Albanian Development Fund continue to deepen.

During June, this institution opened 9 procedures worth 30.7 million euros, but the ratio of companies that participated in the competition to that of disqualified operators has in some cases reached half of the number of participants. In a competition where there were 24 operators, the Development Fund disqualified 12 of them, while in another case, 5 of the 6 bids given.

In the developed competitions, it was requested that the companies have as experience 50% of the value of the works in the contract.

This is exactly where the suspicions about the shadows of the scandal start.

The tender "Intervention for the improvement of asphalt layers" worth 3.6 million euros was won by the union of the operators "Shëlqimi 07" and "Grand Konstruksion M". The experience for similar work equal to 50% of the value of the works is set as a criterion fulfilled by the winning companies, which should have at least 1.8 million euros of the limit fund.

But in another competition, where this union of operators participated, with a smaller contract value, these operators were disqualified as the commission assessed that they did not have the experience of similar work.

The tender "Rehabilitation of the Lushnjë Stream and the urban requalification of the areas around it" had a contract value of 2.7 million euros. In this case, similar works should have been 1.35 million euros, they were estimated not to have been part of the company's experience, and in the tender, which should have been 1.8 million euros, they were estimated to have been.

"Specifically, the economic operator "Shkelqimi 07" sh.pk, as the member with the largest percentage, does not reach the value of similar contracts." It is stated in the minutes of the Bid Evaluation Committee.

This is not the first scandal that covers the Albanian Development Fund, after the winning of the menu tender for the "100 villages" project by the chef of the restaurant of the son of the head of this institution, Dritan Agolli, or the giving of completely similar offers by the companies in the tenders of reconstruction, where the fund announced the winner by rotation, without canceling and denouncing the case./ Euronews Albania
