Daniel Shima, "internment" and the bodyguards: Is he the "shadow" man who controlled the dirty game at AKSHI?

The AKSHI file is a huge hole of embezzlement of public money which expands in several directions if we follow the money. A 35-year-old young man whose star shone in the administration. Where he was paid about 100 thousand new lek per month, but he came out of there as a millionaire in euros. We are talking about the former deputy director of AKSHI Daniel Shima. A mysterious character whose name became quite well-known on August 20, 2025.

At that time, he was reported missing by his girlfriend Enkeleda Hysa. The latter received a message from Daniel informing her that he had been arrested. However, after calling the police, she received the answer that no one by that name had been arrested.

"On 20.08.2025, at around 17:00, citizen Merita Shima appeared at Police Station No. 1, reporting that she had lost contact with her son, citizen Daniel Shima, 34 years old, today."

The news caused quite a stir, also due to the past that Shima represented. But, he came to life by declaring that he had disappeared voluntarily. Exactly 9 hours after he was reported missing, he presented himself at police station number 1 in Tirana, at 2 a.m. on August 21. 

"Following the information provided yesterday, regarding the report of citizen Merita Shima, regarding the loss of contact with his son, citizen Daniel Shima, 34 years old, we would like to inform you that at around 02:00, this citizen presented himself at Police Station No. 1 and stated that he had left of his own free will."

The full truth of this episode was never learned, but what is striking is the fact that this event coincides with the intensification of SPAK's investigations into tenders at the National Agency for the Information Society. Daniel Shima himself has been questioned as a former key person for over 4 years in that institution. His relationship with the law is not yet known at the moment, but he is a signatory in various procedures that are subject to verification. Quite interesting is the fact that Shima's testimony is not reflected in the decision on security measures against the head of AKSH and several businessmen. There is evidence that suggests that Shima is considering offering himself as a prosecutor's collaborator to soften his position...

"The word pentito is originally Albanian, but borrowed from the Italian mafia, and if you compare it to the mafia, it is scary. First, we must understand that it is the mafia, and then we have pentito. But if we say that there are collaborators, we can say that there are," said Bledar Meminaj, lawyer.

"What has happened before and now confirms to us that it is more about confrontation between characters who have been beneficiaries or are beneficiaries in the scandal file..", said Emirjon Senja, journalist

This is Daniel Shima. He appears on the program Zonë e Lirë on TV Klan in his first and only interview on June 10, 2017. At that time, he went to the studio as the Infrastructure Director at AKSHI, to present the services of E Albania.

Between the lines, in the introduction given by the program host, it is understood that it was Shima himself who had insisted on being part of that episode where the head of government was invited.

"He wouldn't be here today, but Arjan told me...",

He was a young man who was seeking public attention at the time. When the moderator announced that he would invite him back to verify the promises for E Albania, Shima agreed. But, in fact, he disappeared from public attention.

"I'll invite you again: I'll come with pleasure...",

A short time later, when the structure of the institution was changed and the position of deputy director general was found for him, Shima became a shadow man.

He was careful to stay away from the limelight. When the institution had activities, he was always behind the cameras. He personally took care to remove every photo of him from publications. There was an explanation for this. Behind the scenes, he was the man to whom all subordinates of the projects and the procurement unit were directed. It did not matter if he was the de jure signatory of the procurements. De facto, he was always the one who directed. Today, at least 40 other procurements part of the two factions being investigated by prosecutors Klodian Braho and Bledar Maksuti, include tenders where Daniel Shima was the direct signatory as the head.

Those who work at AKSHI talk about a 6-month period in 2023 that they call Daniel Shima's internment. He did not appear at the institution, even though, in 8 years, he had never missed a day at work. In fact, he never took the usual leave and did not expose himself to a life of luxury. The return was pompous. He appeared at the institution with bodyguards, even though his organic function did not foresee it. Colleagues and subordinates had known him as a superstitious official. According to an old superstition, Daniel was in a hurry to be the first to step through the doors of the institution every January 1. In fact, it seems that the fate of the office had smiled on that man who began to show strength...

If we follow the money, it is revealed that this mysterious character is suspected of being behind a large money laundering and circulation scheme with a corruption source.
