The Minister of Tourism, Culture and Sports, Blendi Gonxhja, said that the Government intervened to finance Kanye West's concert so that it would not fail, as it would also be a failure for Albania.

Gonxha said that the 4 million euros allocated for the concert did not come from the emergency fund, but from the reserve fund.

"This is not a fund, let's say, for natural disasters or national disasters. This is, quite simply, the reserve fund of the Albanian government. This fund can be used to organize the concert for Ennio Morricone, when there is an immediate plan and there was no budgeting in the Ministry's budget.

For example, I'm saying, it is given and allocated to a specific ministry to hold an event, because it has turned out that you can hold an unforeseen event for two or three weeks and you have to do this, and the government thinks collegially and approves this," Gonxha told A2.

Gonxha added that there is no illegality in this decision.

"How can it be illegal? That's why it becomes a normative act, because it takes on the force of a legal action. That's why it becomes a normative act, so it becomes a legal authorization that comes because the government thinks that the need is fully justified due to the damages, the impact, the consequences, everything related to this specific case. The government thinks that this is something that needs to happen, it is the government's right to do this," he said.

"Nobody's hospital fund, nobody's program, nobody's, in any form has been affected. This is a small fund, I don't know the exact figure right now, but it is a small fund. I'm talking about the budget reserve fund that is there for cases when there are unforeseen needs and that meet the conditions of an unforeseen need."

The Minister explained that, despite initially being said to be self-financing, things changed in recent days.

"We had not foreseen state funding at the beginning, but we are here, we are present, we judge, we see if there is a request. And when this request comes, we see a risk, we see a loss and we see that we have to guarantee the event, because the benefits we get from the event are much greater than the minus," he said.

"These are the benefits we get if it is guaranteed and done, even if supported by the government with a fund like this; they are much greater than the damage we would have if we were to remain passive in this case and say: "We said from the beginning that we would not have funding for you, it doesn't matter if you fail, you fail the event and there is no problem for Albania."

And for this, I believe this matter will be elaborated by us. This matter is what, that is, does not make us guilty at all, on the contrary, we do not deny that this matter was foreseen so that it would not receive a fund as it did in the end. That is why the fund in the end is called unforeseen.
