Lawyer Maks Haxhia stated that SPAK's accusations of intimidation by Mayor Veliaj are unfounded, as it is not a procedural term. Speaking to reporters, Haxhia said that this is not a criterion to determine and base the measure of arrest.  

"Intimidation is not a procedural term. SPAK says it, but it is not, just because SPAK says it does not mean that the law says it. Intimidation is not a procedural term. A procedural term is to destroy evidence. If the word intimidation is used, it goes to the stage of threatening, ruining the image or exerting pressure, but it is not a criterion to determine and base the measure of arrest. For me, it is because it is claimed that when such an important and serious institution has come to bring the mayor of the municipality to the quotas of this level of application of the measure of arrest in prison, it is claimed that you have brought the full material", emphasized Haxhia.
