Prime Minister Edi Rama has presented the changes to the Criminal Procedure Code, emphasizing that the aim is to close what he described as a "gray area" between the person in charge and the suspect.
Rama said that every person will have the right to be summoned by a lawyer, while the interrogation will be recorded with audio and video. According to him, statements obtained through torture, inhuman treatment or pressure will be considered inadmissible.
Rama: The third amendment closes a gray area of interrogation. Someone cannot be summoned as a person in knowledge, and treated as a suspect: without a lawyer and without guarantees. Anyone who is summoned will have the right to be summoned with a lawyer written on the summons. The interrogation will be recorded with audio and video. For the first time, it is written that statements obtained under torture, with inhuman treatment or degrading behavior towards the person are inadmissible. A state that seeks the truth cannot seek it through violence or verbal pressure.
