The Greek newspaper Kathimerini publishes in today's issue the three conditions in the Beleri case, which Greece has imposed on Albania in order to accept the next steps of its EU membership.

They are based on a written statement filed yesterday in the Committee of Permanent Representatives and are attached to the letter sent to Tirana and Skopje by the 27 EU countries, for the opening of the five basic chapters of the negotiations. Specifically, Greece demands that the elected mayor of Himara, Fredi Beleri, take office immediately, that his right to a fair trial be respected, as well as the presumption of innocence.

According to the newspaper, the hardening of the Greek position is related to the intolerance that Tirana has shown this period, but it is also a message for European partners, who consider that Greece is bilateralizing the Beleri issue, ignoring its deeply European dimension.

"For Greece, the prevailing situation contradicts our common European values, membership criteria and European law, which are non-negotiable," the statement said. It is emphasized once again that the Beleri case "constitutes a flagrant violation of the rule of law and the political rights of Albanian citizens, especially members of the Greek ethnic minority. Therefore, Greece will not agree on the next stages of the accession process, including the adoption of the evaluation report of the outstanding standards.

The Greek statement gives a brief history of the case and points out that on the eve of the May 14 elections, Beleri had been constantly targeted by direct verbal attacks from the Albanian political leadership. And despite the undermining of his candidacy, he was one of the seven opposition candidates who managed to be elected in the country's 61 municipalities.

The Greek side also includes the minority dimension of the case, as it accuses Albania of discriminatory practice "against a member of an ethnic minority protected by international law".

It says that the detention of Beler almost seven months after his election contradicts the Albanian law, according to which it is clear that the assumption of duties should not be affected by the process or the conclusion of unresolved cases, as it is a simple administrative act. which does not violate the independence of the judiciary.

In the following, it is concluded that "the prevention of the oath of the elected mayor is a conscious political decision of the Albanian government, which reflects its contempt for the basic principles of the rule of law".

It is worth noting that this specific written statement is now Greece's officially registered position on the EU accession process and will accompany every step of Albania, unless of course, it does not comply with the fundamental issues raised by Athens and which are an integral part of European rule of law.
