Rama on the occupation of public spaces: Judges who rule in favor of builders are either corrupt or ignorant

Prime Minister Edi Rama continued today at Unit 2 in the capital, the round of hearings with citizens for the 2026 draft budget. Responding to the concerns raised by citizens regarding the construction of kindergartens and nurseries, Rama stated that by freeing up public spaces occupied by private businesses, the fulfillment of requests will be made possible.

"The problem is first of all because the population in Tirana is growing, the need is growing and of course the need is growing faster than the opportunities are growing. In terms of opportunities, the main problem is the issue of state-owned spaces. Public spaces are, you said, private. Fortunately, after decades of effort, we are finally managing to impose public space as a space where, regardless of the title of ownership, it cannot be occupied, fenced off or used for activities such as raising livestock in the city, because as long as there is a permit to use it, that space is at the disposal of the community."

Rama again took aim at the judges who have given a number of businesses the right to develop their activity in an area or space that they do not have the right to a permit to build or use.

"We have reached the point where when construction is done on a property, we are talking about housing construction, and the owners make an agreement with a builder, everything that is around the construction, is no longer the owner's or the builder's, it is the community's. These inherited problems have not been solved before and today they encounter difficulties due to the ignorance and corruption of judges. One of the two or both together because you have to be either ignorant or corrupt to deny communities the right to have their own spaces, to recognize builders a right that does not belong to them.

"I know it's not normal for the prime minister to point the finger at a judge by showing him a photo and telling him that he has committed a hostile act. But for me it's important that all those who complain that a bar is blocking their way out of the house, think that that bar there is not being demolished because it doesn't want x or y or because the inspectorate is corrupt. When in fact the truth is that that bar is not being demolished because the judge has given it the right to stay there and do business at the expense of the community."

In his speech, the head of government emphasized that as of yesterday, 100,000 square meters have been liberated from the occupiers.

"I'm glad that now the judges are more restrained. If we want to build a school or kindergarten, where the space is free and the property is private, then we have to expropriate it. There can be no unsystematized property there as long as it is public space, when the owner gets permission, let him do whatever he wants. Yesterday, the figure of 100 thousand square meters freed from occupiers was reached. Where relevant projects are being carried out to turn them into spaces available to the community ," said Rama.
