The Laws Commission has approved in principle the draft law on Criminal Amnesty, which was voted with 15 votes in favor and none against. The Socialist Party needs 84 votes in the Assembly to approve the criminal amnesty bill, which the majority does not have.
According to the current amnesty bill, 100 people who have received a definitive sentence, mostly on probation, will benefit.
"I stand by my proposal, I don't get involved in the positions in your proposals, but get involved in a process, I am not an individual, it is a party that bears political responsibility for the impact in the future. We cannot enter into a process where the majority MPs bring amendments, while our amendments are not accepted. The approval of a law by majority qualified as fishing for individual votes in the Parliament, I do not advise them, but it is not in the best of the legitimacy of an act", said the deputy of the DP, Enkeled Alibeaj.
While the Minister of Justice, Ulsi Manja, said that 700 convicts and 2.2 thousand convicts on probation will benefit.
"We have statistics on who the beneficiary categories are and we have it very accurately. We asked for amnesty because we have 2,200 convicted persons and 11,000 sentenced to probation. If this gets a vote in the parliament, 700 convicted persons and 2.2 thousand sentenced to probation will benefit. 1200 to 1600 convicted persons also benefit from the one-year sentence reduction that women and minors benefit from. Regarding the persons who are under investigation or trial, if they exceed the rule for punishments of up to 2 years, there will be no subjectivism, for others who entered the crimes, this will be looked at very carefully. In the report submitted to the Assembly, we have all the opinions of the justice institutions. The statistics on the number of persons under investigation or trial for criminal misdemeanors that include the amnesty are public," said Minister Manja.
