The Port of Shengjin will serve as a reception center for refugees arriving in Italy from third countries. The agreement was signed in Rome between the two prime ministers, Giorgia Meloni and Edi Rama.
The agreement will not apply to migrants arriving on Italian shores and territory, but to those rescued at sea, with the exception of minors, pregnant women and vulnerable subjects.
Meloni let it be understood that Shengjin will not be the only center that will deal with the requests of refugees, who will be brought from her country to Albania.
"Albania will give its support to use some areas of the country of Albania and Italy can operate according to the economic part with Italy's finances to make this kind of selection", said Meloni.
According to the Italian press, while in the Port of Shengjin, Italy will take care of the landing and identification procedures, in Gjadër a structure will be created for the subsequent procedures.
According to the cooperation protocol, this center is expected to be ready in the spring of next year and will handle the asylum requests of about 3 thousand refugees who arrive in Lampedusa from Africa and the Middle East and have overpopulated the small Italian island every month.
The created structures, it is clarified, will be able to accommodate a total of up to 3,000 immigrants, for a forecast of 39,000 people welcomed in a year.
The agreement aims to prevent departures and create deterrence against human trafficking.
The protocol essentially shut down last August and will be operational in the spring of 2024.
"It is the first agreement of this kind, a historic agreement not only for Italy, but for the entire European Union," it was said at Palazzo Chigi.
Where will the structures be erected?
"In the port of Shengjin, we will deal with the disembarkation and identification procedures, while in another, more inland area, another structure based on the model of Repatriation Holding Centers (CPR) will be created," explained Meloni, adding that Albanian police forces will cooperate to guarantee "security and external supervision of the structures".
More than 145,000 people have gone ashore in Italy so far in 2023, compared to around 88,000 in the same period in 2022.
The Mellon administration has already toughened prison conditions for people smugglers and decided to increase the number of detention centers across the country to hold immigrants before their possible repatriation.
Meloni's far-right party has long called for such facilities to be set up outside the European Union, proposing for example North Africa, but no African country has accepted.
The agreement comes at a time when Italy is trying to fight illegal immigration, but is at odds with Germany over the European pact on migrants.
In the joint press conference with Rama in Rome, Meloni said that Italy has supported and will support Albania's accession to the EU, "which, even though it is not a member country, behaves as such".
While Rama described the agreement as a debt that we are returning to Italy.
