The press office of the Democratic Party has created a group in the " Telegram " application for the media, news published by media lapsi.al of journalists Armand Shkullaku and Andi Bushati .

After 2 hours out of service, WhatsApp functionality returns to normal. Users reported as of 9:00 a.m. today that they were unable to receive or send messages.

This is not the first time that WhatsApp has been down, as the service is usually restored within just a few hours. Thus DP has created a group on the Russian platform to share information, it is worth noting that Telegram is a communication platform similar to Whtasapp.

But, unlike Whatsapp, which is owned by the American Mark Zuckerberg , Telegram is owned by the Russian billionaire, Pavel Durov . In Russia it is the most used communication network. While the owner Pavel Durov is known in his country as " Mark Zuckerberg of Russia ". 

We recall that a year ago, in the month of October, major social media services including Facebook , Instagram and WhatsApp  had a massive outage, potentially affecting tens of millions of users.

It took more than 6 hours for social platforms to recover, causing an economic loss of around $7 billion.
