The Institute of Political Studies has listed three problems, as we are almost 6 months away from the local elections of May 14, 2023.

According to ISP, one of the problems is non-compliance with the deadlines related to the mandates of local leaders, which is often exceeded by four or five months in case of complaints. Another problem is the one related to two important reforms in the Assembly, but the work for both is lagging, the electoral and territorial.

ISP Finding:

Based on the Constitution of the Republic of Albania, local elections are held once every 4 years and the mandate of local leaders is also 4 years. The difference is the period 2000-2007, when the Constitution defined 3-year mandates. Referring to the official data of the date of elections 1992-2023, only in 3-4 cases it happened that the constitutional term of 3 or 4 years was respected. In other cases there are deviations in a few months, and considering the time when the mandate is taken (the mandate is taken after the appeals are finished and the full official result of the elections is released), the constitutional mandates have created big differences, - where the mandate is taken without appeals it is respected period of 4 years, where there are debates and complaints, the mandate deviates up to 4-5 months.

The second problem, according to the experts of the Institute of Political Studies (ISP), is related to the relationship between the date of the elections and the electoral reform. The negative tradition continues, elections without electoral reform yet. A parliamentary commission has been set up and has been officially operating for months, but there is still no concrete result for the electoral reform, while parallel initiatives are being taken, such as the latest one by the majority, to intervene in the Electoral Code despite the parallel work on the electoral reform. In addition, the current electoral reform is proceeding with the administrative reform, two topics that do not match but overlap and overlap. As a result, about 6 months after the new local elections, there is still no electoral reform and no will for such a thing.

The reform commission has not yet addressed any proposals and recommendations (out of dozens of such) addressed by civil society, nor the ODIHR/OSCE recommendations themselves, despite the fact that both sources should be the object of the commission's work, according to the relevant decision of the Assembly of Albania. The last, but most important, worrying fact is that the international factor, including the OSCE and the EU, are "in debt with the concept of transparency and inclusiveness" in the positive pressure on the political parties, in the work with civil society and in public awareness of the transformation of the reform election in priority and institutional obligation. Regardless of this, ISP will continue to monitor elections, electoral reform, quality of candidates, implementation of decriminalization and integrity,
