On October 31, 2025, SPAK officially communicated the accusation of “violation of equality of participants in tenders or public auctions” in relation to the Llogara Tunnel. The GJKKO then decided to suspend her from duty and ban her from leaving the country. In December, SPAK requested the Parliament for authorization for arrest/deprivation of liberty, also announcing that Balluku was under investigation for seven other procurement procedures.

In June 2026, at the request of SPAK, the GJKKO imposed a preventive seizure on a property in Dhërmi that the prosecution claims is indirectly owned by Balluku. SPAK also announced suspicions of passive corruption and money laundering. These are the allegations of the prosecution and Balluku is presumed innocent until proven guilty by a final decision.

So let's keep things in their proper category.

We have theories about Topi. We have criminal proceedings against Balluk.

This does not mean that SPAK is right.

It means that SPAK now has to prove what it claims.

And Balluku has every right to overthrow him.

But neither Rama, nor Grida, nor Agasi, nor Top Channel are counter-evidence for her file.

If Top lies about Balluk, expose the lie.

If Grida took a car from Agasi, produce the proof.

If Agassi commands the Ball, bring out the proof.

If Rama commands the cannon, produce the proof.

And if SPAK claims that Balluku committed criminal offenses, SPAK should produce the evidence and defend it in court.

Same standard.

For everyone.

Because the media is talking? It will serve someone.

The media is silent? It will serve someone else.

If a piece of news today serves Rama politically, that does not automatically make it true.

But it doesn't automatically make it untrue either.

Politics asks: who benefits?

Journalism must ask: is it true?

So we can continue for three more seasons with Top Tuneli, Top Bela, Top Rama, Top Agasi and Top Grida.

We can look for who betrayed whom, who ordered whom, who serves whom, and who bought whose car.

And in the meantime, Tirana can continue to ask:

We just hope that, amidst all the theories about who has the Ball, the prosecution doesn't lose the file.

Because the soap opera is out of it.

The facts that SPAK claims to have are inside.

And in the end, neither Topi, nor Rama, nor Grida, nor Agasi will prove the Balluku case.
