International authorities ask Kosovo to change the way of implementing the CBK regulation on the dinar. This issue will be discussed in Brussels today.

The chief negotiators of Kosovo and Serbia, Besnik Bislimi and Petar Petkovic, are meeting this Monday in Brussels in the second round within a week to discuss the issue of the ban on the use of the dinar in Kosovo by the authorities and the steps for the basic agreement for normalization between Kosovo and Serbia . In the meeting that took place on March 19, according to the mediator Miroslav Lajçak, the discussions were focused on issues that included the implementation of the Agreement on the road to normalization, the regulation of the Central Bank of Kosovo and local elections in municipalities with a Serbian majority in the north of Kosovo.

International authorities are asking Kosovo to change the way of implementing the Regulation of the Central Bank of Kosovo, which defines the euro as the only currency for payments in Kosovo.

"As my colleague Gabriel Escobar said last week, we are concerned that this may affect the vulnerable population and I think it is important to change the way of implementation, so our talks on this issue continue," says the ambassador. American in Kosovo Jeffry Hovenier, whose country is the most vocal in asking the Kurti government to change the way the CBK regulation is implemented.

USA for the agreement

The US Department of State, DASH, has requested that discussions on the issue of the use of the Serbian dinar in Kosovo continue urgently.

"We welcome the meeting held in Brussels within the framework of the dialogue facilitated by the EU, including discussions on the new regulation of the Central Bank of Kosovo. We believe that these discussions should continue urgently. The dialogue facilitated by the EU is the channel adequate to resolve these issues related to the normalization of relations between Kosovo and Serbia," said a DASH spokesperson, Vedant Patel.

The parties, Kosovo and Serbia, had until Friday of last week to submit their proposals regarding the use of the Serbian dinar in Kosovo. Their proposals have not been made public, but it is hoped that a compromise will be reached. The Prime Minister of Kosovo, Albin Kurti, however, does not move from his position that Kosovo "will not accept proposals that are outside the regulatory framework of the CBK".

"It is an ongoing process and there are several proposals. But there are no proposals that are accepted by us that go against the new CBK regulation", said Prime Minister Kurti.

Association

The Serbian side, according to chief negotiator Petar Petkovic, in the meetings taking place in Brussels constantly insists on the establishment by the Kosovar side of the Association of municipalities with a Serbian majority, calling it a main point of discussion that remains to be resolved.

While the chief negotiator of Kosovo, Besnik Bislimi, says that Serbia is not accepting to sign the basic agreement of Ohrid, this agreement for normalization and with this, according to Bislimi, "Serbia is witnessing the destructive approach". According to him, Kosovo is continuing the commitment "by showing constructiveness and being an active party through the continuous offering of proposals in dialogue".

"The electricity in the north has started to be paid for the first time, and also the illegal number plates left circulation. Law and order now prevail in every corner of the country. The dialogue process turned towards the path of normalization and mutual recognition, but which our northern neighbor continues to reject, as they are proving with the Brussels Basic Agreement and the Ohrid Implementing Annex. Their destructive approach was exposed, but we continued our commitment, showing constructiveness and being an active party, through continuous delivery of proposals and ideas in issues related to dialogue", Bislimi wrote on Facebook a day before today's meeting in Brussels, where the issue of the Serbian dinar is expected to take center stage at the meeting.

Serbia declares that it distributes aid in the millions of euros to the Serbian community in Kosovo, paying them through a parallel system in dinars, salaries, pensions and social assistance. DW
