Nuclear deal with Saudi Arabia tests Trump

CNN reported that the Trump administration has already finalized a draft agreement that allows Saudi Arabia to enrich uranium on its territory for civilian nuclear energy purposes, while negotiations for the agreement have been practically closed since last October.

According to documents and sources cited by the network, the draft does not oblige Saudi Arabia to sign the International Atomic Energy Agency's (IAEA) Additional Protocol, which would give the agency broader powers to conduct surprise inspections in the kingdom. The finalized agreement now awaits only President Donald Trump's final signature before being submitted to Congress for approval.

The report was released shortly after the sudden death of Senator Lindsey Graham. Although he has not yet been laid to rest, it seems that a large part of his strategic vision for the Middle East is being buried with him.

Graham, the chief architect and driver of regional mediation efforts since he led a bipartisan initiative with Democratic Senator Richard Blumenthal, believed that expanding the Abraham Accords and including Saudi Arabia in a U.S.-backed defense alliance, coupled with a civilian nuclear program, constituted Tehran's greatest strategic nightmare and the only way to end the conflict.

However, in the current circumstances, this ambitious project has begun to unravel, even though it has become increasingly clear that its true potential lay in the fact that it was part of a much broader regional agreement and not an isolated initiative.

Just last weekend, Nadav Eyal, a prominent columnist for the Yedioth Ahronoth newspaper, our parent company, reported on what he called Israel's greatest missed political opportunity.

According to the report, Saudi Crown Prince Mohammed bin Salman was willing, during the war, to pursue a historic package that included full normalization of relations with Israel, a ceasefire, the return of all hostages, and the deployment of Saudi troops to help administer the Gaza Strip, in exchange for an Israeli commitment to a credible path toward the creation of a Palestinian state within five to seven years.

However, according to the report, Prime Minister Benjamin Netanyahu rejected this proposal, missing what was billed as a historic opportunity for a deal.

According to Eyal, the cost of this missed opportunity goes beyond diplomacy and affects broader strategic and economic interests. He reported that, while Israel has been left out, the India-Middle East-Europe Economic Corridor (IMEC) continues to move forward without Israeli participation.

For Jerusalem, the objective should not be to oppose growing Saudi influence, but to support the kingdom's integration as part of a much broader regional package.

The key to regional stability, according to the article, is bringing the nuclear deal back to the regional negotiating table and reconnecting it with initiatives like the IMEC corridor and normalizing relations with Israel.

Only by integrating Israel's security, diplomatic, and economic interests into this broader initiative can a strong and effective regional coalition be built, capable of leveraging Saudi Arabia's influence to contain the Iranian-led regional axis.

The White House now faces an “all or nothing” choice. Without the deal’s chief architect in the Senate and with it disconnected from the broader regional context, Trump must decide whether to risk a direct political confrontation with a skeptical Congress, or to freeze Saudi Arabia’s nuclear ambitions at the height of the confrontation with Tehran, to recalculate the situation and pursue the broader regional agreement that, according to the author, is imperative.
