The US ignores Putin's intentions, but also Zelensky's. The main challenge of the American intelligence agency is to understand what they will do, avoiding the moves of Kiev that could threaten Russia and "justify" an escalation.

The United States does not know Vladimir Putin's intentions, but it also ignores Volodymyr Zelensky's. And they fear his movements.
Suspicions had flowed several times since the start of the war, to the point that on several occasions – starting with the assassination of Darya Duginas on the outskirts of Moscow – the US administration had "called out" Kiev's moves, of which it had not been informed. , revealing their responsibilities.
Further confirmation of this lack of communication now comes from an investigation by American journalist William Arkin, who, after speaking with a dozen high-level officials in American intelligence, compiled the "rules" set by the CIA for the ongoing conflict.
The agency's main challenge, Arkin reveals in his article in the weekly "Newsweek", is to understand what both sides will do, avoiding moves by Kiev that could threaten Russia and "justify" an escalation by Putin.
Russia's defense doctrine foresees the use of nuclear weapons if their existence is threatened, and Washington does not want to give any excuse.
The pact – unwritten – stipulates that in return, the Kremlin avoids an escalation and does not use atomic bombs.
"There is a clandestine war, with clandestine rules, at the root of what is happening in Ukraine," an anonymous official of the Biden administration, directly involved in the planning of the conflict, explained to Arkin.
Washington and Moscow - he says - have shaped these rules for decades, and the CIA plays multiple roles in the Ukrainian game: espionage, negotiation, intelligence supply, logistics, guarantor of relations with NATO allies and, above all, guardianship.
"The CIA is on the ground, but that's not a bad thing at all." Neither the CIA nor the White House have officially confirmed the agency's presence on the ground, but they did so indirectly, asking Arkin not to reveal their positions in Ukraine and Poland and not to name the locations. others involved in illegal operations, nor the airline entrusted with the logistics effort.
In Ukraine, according to the calculations of the American journalist, there would never be more than a hundred men. Aid, on the other hand, follows two channels, one public and one clandestine. The first is based on ports in Belgium, the Netherlands, Germany and Poland, from where supplies then arrive in Ukraine by truck, train and plane.
It is clandestinely entrusted to commercial aircraft - the "grey fleet" - and moves weapons to Central and Eastern Europe, supporting CIA operations.
While helping Ukraine against Russia, however, the sources explain, the United States is not allied with Kiev and is not officially at war with Moscow.
Despite providing tens of billions of dollars worth of aid, much of what Washington does to help Ukraine is kept secret and therefore tasks normally entrusted to the military are carried out by the CIA.
However, any operation must respect the limits set by President Joe Biden, and it's a very tricky balance.
The request, according to Washington, has had little success, as attacks and sabotage have continued, creating complications that could become "catastrophic."
However, an anonymous Polish official noted, it is unlikely that Kiev will honor that unwritten agreement.
"The CIA," he explains, "does not understand the nature of the Ukrainian state and the number of factions that exist there."
