Liberalization increased the fear of the labor force leaving Kosovo. But, this fear has started to become a reality, when doctors and teachers are running away from their jobs. The figures are worrying and alarming for state institutions.
Kosovo currently lacks about 600 teachers. They have left the diary and students behind at school, making their way to European countries for a better life.
The abandonment of schools by teachers started in January, when Kosovo won visa liberalization.
The departure from Kosovo and jobs is happening because of low wages. This fact has greatly worried the Union of Education, Science and Culture.
"This is a very disturbing alarm, that if such a trend of female teachers leaving continues, there is a risk that Kosovo's schools will be left without local teachers or teachers of the Albanian language."
The number of teachers leaving has increased more after visa liberalization.
"In 2024, with the liberalization of visas, we have an increasing number of education workers who, even without making a request for unpaid leave, have emigrated to different countries in Europe. This means that the number of teachers is increasing every day. And according to the information we have, about 600 teachers have left the teaching process", this union told "Monitor".
There was also an escape and leave without pay by teachers during 2023.
"According to the data we have from the union leaders at the municipal levels, in the 2023/24 school year, only in 2023, before the liberalization of visas, somewhere around 300 teachers have made requests to the municipal directorate for unpaid leave, even for six months even for a year. Education workers have mainly made these requests for unpaid leave to leave for European countries.
In addition to teachers, students are also leaving Kosovo's schools.
"Along with the teachers, students are also leaving. They are students who belong to families whose parents are teachers, or even in cases where their parents are from other professions.
This means that the number of students and education workers who are fleeing from Kosovo is increasing every day", the Union of Education, Science and Culture said. With the new Law on Public Officials, which came into effect in February 2023, teachers' salaries increased. Depending on their educational level and work experience, they are paid between 580 and 610 euros.
Kosovo risks being left without doctors
In the coming years, Kosovo risks being left without doctors and nurses. Their escape is increasing day by day.
At the beginning of this year, 30 doctors requested the necessary documentation from the Chamber of Doctors of Kosovo for departure to western countries, mainly Germany.
During the last year, another 150 have fled from Kosovo. From the Chamber of Doctors of Kosovo, they say that the trend of doctors fleeing is worrying.
According to them, within two years, their absence will be noticed at the tertiary level.
"In the two months of this year, there are about 30 of our colleagues who have received the appropriate documentation to sign contracts with Western countries, in this case the majority in Germany. Some of them are in the last days or weeks on their way out. The trend is the same as in previous years."
According to the Chamber of Doctors, this is happening because of mismanagement and wrong politics.
"It is a managerial problem, as well as a political one. We have approximately 440 unemployed doctors waiting to be hired. The primary system does not do what needs to be done, admit them to work and distribute them.
Currently, the doctor is in a difficult position, there are no jobs, they are under pressure to leave Kosovo, they do not see a perspective". For their departure, there were many reactions from the opposition in Kosovo. Former Minister of Health, now deputy of the Democratic League, Armend Zemaj, says that the current government is to blame for this.
"The government has been more interested in interfering and imposing people in clinics and hospitals, who have been in large shifts and departures, than decent representation and good management of health institutions.
The escape from this climate has continued, especially from the non-fulfillment of working conditions in the nursing sector, not to mention the doctors, where their departure is increasing this year as well, unfortunately from this situation that has been created in recent years". While Bekim Haxhiu, of the Democratic Party, criticizes the government for the delay in the adoption of laws related to health.
"Failure to approve the strategy for health, for three years they have not been able to approve a strategy for health, for three years they have not been able to approve the two basic laws for health, which they proclaimed themselves. As long as they have not been able to approve a law for three years, how can we expect from those who can do something else".
It is estimated that over 600 doctors have left Kosovo in the last three years. According to the chambers of health professionals, there are 24 thousand 92 licensed health workers in Kosovo and of them, 14 thousand 966 are women and 9 thousand 126 are men.
The salaries of doctors, nurses and specialists, according to the new law on public officials, which entered into force in February last year, have been calculated according to the decision on the coefficients, which for 2023 was 105 euros, while for 2024 it is expected to be 110 euros.
Based on the coefficient level of 14 for the head of SHSKUK (University Hospital and Clinical Service of Kosovo), the salary is expected to be 1,470 euros.
The specialist doctor is paid 1,260 euros, the general doctor receives a gross salary of 777 euros, while the doctor in specialization is paid 840 euros. The head nurse receives a salary of up to 672 euros.
Nurses receive a salary of up to 588 euros, while his assistant is paid 472.5 euros.
With the new Law on Public Officials, which came into effect in February 2023, teachers' salaries increased. The highest salary in pre-university education for Principals of Higher Secondary Schools and Principals of Special Schools has a coefficient of 6.3 or 661.5 euros.
Principals of Primary and Lower Secondary Schools are paid 651.5 euros and Principals of Preschool Institutions have a salary of 619.5 euros.
Teachers in Upper Secondary Schools and Special Schools receive a salary of 609 euros, while teachers in Primary and Lower Secondary Schools are paid 588 euros.
Career counselors in Lower Secondary Schools are paid 588 euros, the same position in Higher Secondary Schools is paid 609 euros; Instructors in Competence Centers and Professional Schools will also be paid the same salary.
Teachers and Psychologists are paid 598.5 euros; School secretaries 588 euros; Educators 546 euros; Support educators 535.5 euros, Assistants in special education 525 euros and library workers, 514.5 euros.
coefficient
The Government of Kosovo has set the salary coefficient for over 82 thousand public sector employees. The calculation of the gross salary is done by multiplying the value of the coefficient by the category of the coefficient.
For example, the salary coefficient category for a policy is 5, then it should be calculated with the coefficient of 105 euros, i.e. 5 x 105 euros, which gives the value of 525 euros gross salary./ Monitor
