The Prime Minister of Kosovo, Albin Kurti, said that after the Kosovo Police will prove that Serbia is fully and without obstacles implementing the decision to accept the license plates of the Republic of Kosovo, the Kosovo executive will make the decision "equivalent as a matter of mutual interstate relations ".
At the government meeting, on December 27, Kurti said that Serbia is using the license plate issue to reduce international pressure on it, as well as "to mask their failure in Banjska on September 24".
The Director of the Office for Kosovo in the Government of Serbia, Petar Petkovic, said on December 25 that the Government of Serbia has made a decision that will enable the free movement of all vehicles from Kosovo to the territory of Serbia.
"... this action by Serbia, which, more than constructive and a step towards normalization, is another maneuver not for the sake of the Serbian state, certainly not for the sake of Kosovo, for the sake of the power in Belgrade", Kurti said at the Government meeting.
For such a thing, Serbia agreed with the agreement of 2011, reached between the representatives of Kosovo and Serbia in the dialogue mediated by the European Union.
"Our position regarding the issue of license plates has been based on the principle of reciprocity, we will continue to be principled and constructive, we will take our equivalent decision as a matter of reciprocal interstate relations, as soon as our border police document and confirm that Serbia is fully implementing its decision without obstacles. We believe that this approach is fair as well as reasonable," Kurti said on Wednesday.
Speaking about Serbia's decision to accept RKS license plates, Kurti said that such a decision is coming "after more than 10 years of non-implementation of previous agreements".
He said that Serbia used the license plate issue first to tense the security situation in the north of Kosovo, while now, according to him, it is using it to reduce criticism from the West after "irregularities and fraud in the December elections there". .
“[The plates] are being used to reduce the pressure from the West, the European Union, the United States of America, on Serbia for irregular and undemocratic elections, to cover the official rejection of the basic agreement in Brussels, which the letter of the prime minister has made of Serbia, [Ana] Brnabic, to the European Council on December 13, and to mask their failure in Banjska on September 24," said Kurti.
The European Union has welcomed Serbia's decision to allow the free circulation of cars with Kosovo license plates, RKS - Republic of Kosovo, within its territory, describing it as a positive step towards the normalization of relations.
The EU expects Kosovo to take a similar decision, said spokesman Peter Stano.
"We welcome Serbia's decision to officially recognize RKS vehicle license plates issued by Kosovo. This decision is a positive step in the implementation of the Agreement on the road to normalization, but also the previous commitments within the dialogue on freedom of movement. This proves that progress in the process of normalizing relations between Kosovo and Serbia is possible", said Stano in a written answer.
The European Union also assessed that the decision on license plates is a right step towards better European integration of the Western Balkans.
"This decision paves the way for the complete removal of the sticker regime. The EU now expects Kosovo to respond in a similar way," added Stano.
Before the practice of stickers, vehicles with RKS plates were forced to get trial plates at the border with Serbia, which were valid for 60 days and cost 5 euros. But, on September 20, 2021, the Government of Kosovo decided the measure of reciprocity, which also forced drivers from Serbia to go through the same procedure to enter Kosovo.
However, this measure provoked discontent among the Serbian population in Kosovo, which blocked the roads leading to the border crossing points with Serbia, in Jarinje and Bërnjak.
To reduce tensions, with the mediation of the bloc, on September 30, 2021, a temporary agreement on license plates was reached.
This agreement made drivers with Kosovo and Serbian license plates to put stickers on the state symbols on the license plates, every time they crossed the border of these two countries.
