Germany aims to build Europe's strongest army

Germany has presented a comprehensive military strategy for the first time in its post-war history, with the clear aim of transforming the Bundeswehr into Europe's most powerful conventional force by 2039.

Defense Minister Boris Pistorius announced this vision at a press conference in Berlin, calling it a historic turning point for German defense and the country's role within NATO.

The 35-page document, titled "Responsibility for Europe," identifies Russia as the main threat to the continent's security and sets out scenarios for protecting NATO territory.

The strategy represents a doctrinal shift, viewing the security space as interconnected between Europe, the Middle East, and the Indo-Pacific, rather than treating them as separate theaters.

"Our goal is clear: We will continue to strengthen the operational readiness of our Bundeswehr — and at a rapid pace," Pistorius said, emphasizing that Germany is taking on more responsibility within NATO.

The plan calls for increasing active troops from 185,420 to 260,000 by the mid-2030s, as well as expanding the reserve from 60,000 to at least 200,000.

This will create a total of 460,000 combat-ready troops.

The reserve, previously considered a secondary force, will have an equal role with active troops, taking over the defense of the homeland and positioning Germany as a logistics center for the allies.

Germany aims to build long-range attack capabilities from scratch.

Pistorius cited air defense against hypersonic missiles, drone capabilities and deep precision strikes as priority areas.

"Air defense for Germany and for NATO will be a key area for us," he said, underlining the importance of modern interception systems.

The package also includes the 'Debureaucracy and Modernization Agenda 2026 (EMA26)', with 153 concrete measures and 580 implementation steps to reduce bureaucracy, digitalize processes and integrate artificial intelligence into administrative tasks.

An innovation is the establishment of expiration dates for all internal regulations, making the system more flexible and suitable for future challenges.

Germany has significantly increased its military spending since 2022 and has become the largest arms supplier to Ukraine. Pistorius acknowledged that the ambitious deadlines face risks, especially given the high global demand for air defense systems.

“We have the money and we have activated procurement, but we don't control all the variables,” he said.
