Those who respect the court's decisions support the Srebrenica Resolution, while genocide deniers are doing everything to prevent its adoption. The discussion about Srebrenica was transferred to the world stage.
Some analysts claim that the campaign against the adoption of the Resolution on Srebrenica, led by Serbian politicians with the support of Russian and Chinese allies at the UN, has achieved certain results. The resolution, which according to the claims of the surviving victims of the genocide, should be an act of civilization, is now trying to be presented as something that could destabilize BiH and the region.
The campaign against the adoption of the Resolution at the UN is led by Serbian President Aleksandar Vucic, who activated Serbia's diplomatic network to prevent the adoption of the Resolution at the UN General Assembly. His statement that the adoption of the Resolution on Srebrenica would mean "opening Pandora's box" caused many reactions.
Genocide survivors perceive it as a direct threat. "Vucic belonged to political structures and systems that are linked to genocide. His statement about opening Pandora's box is a direct threat of a new genocide," Murat Tahirovic, chairman of the Genocide Victims Association, told DW. To the witnesses.
Vucic "the most deserving" that so much is said about the genocide in Srebrenica
Tahirovia does not deny that Serbian politicians have achieved "certain results" with their campaign. "Yes, they succeeded! The genocide in Srebrenica was never discussed again at the UN and in many countries of the world. Many small countries have never heard of BiH, let alone Srebrenica and the genocide. Now, thanks to Vučić, they have Despite everything, Srebrenica is synonymous with the suffering of Bosniaks", says Tahirovic.
At Russia's request, an extraordinary session of the UN Security Council was held on Tuesday (April 30th), where BiH Presidency member Zheljka Cvijanovic repeated earlier claims via video link that the Resolution had been prepared "illegally" and without agreed positions within BiH. She says that UN procedures have been violated, for which she has announced a criminal complaint against the ambassador of Bosnia-Herzegovina to the UN, Zlatko Lagumxhija. She said the proposed Resolution was "an example of violating the Constitution of Bosnia and Herzegovina and endangering peace and stability."
The Russian ambassador to the UN, Vasilij Nebenzja, noted that Moscow is "categorically against the Resolution on Srebrenica in the UN General Assembly" and added that "Srebrenica is not the only dark side of the war in BiH". The Chinese representative repeated the position of the politicians from RS "that the adoption of the Resolution without the consent of both units is not compatible with the promotion of peace in BiH".
Different opinions in SC
United States Ambassador to the UN Robert Wood condemned the denial of the genocide in Srebrenica. "The continuation of the actions of some leaders, including Milorad Dodik, especially the denial of genocide, causes concern. It is an indisputable fact that genocide was committed in Srebrenica, as proven by international courts. We welcome the decision of the High Representative for Bosnia and Herzegovina to ban the participation in elections of people who have committed genocide", said Wood.
In the messages before the vote on the Resolution, Bosnian politicians mostly refer to the decisions of the Hague Court and the BiH Court, before which some political and military officials of the RS were convicted of genocide against the Bosniaks of Srebrenica. The president of the most influential Bosnian political party - the Party of Democratic Action (SDA), Bakir Izetbegović, warned in a letter to UN members that the genocide is still being denied and war criminals are being glorified in the RS.
The resolution is "a new opportunity to face the truth"
"The adoption of the Resolution on Srebrenica will be a new opportunity to face the truth and a new chance for reconciliation. It is also an opportunity to reiterate that the responsibility for the genocide committed lies with parts of the then Serbian regime , and not the entire Serbian people", writes Izetbegović. According to the head of the SDA, this would reject the thesis about the responsibility of the Serbian people, which the political representatives of the Serbs in the region put forward "to justify the crimes of the Milosevic regime and Karadzic".
Asked by DW, why Serbian politicians in BiH and in the region present the resolution on Srebrenica as a threat, the sociologist from Banja Luka, Ivan Šijaković, answered that politicians use the fact that Srebrenica is a symbol of "fear, anxiety, concern, shame, mistrust, fear and sadness for every Serb who has good intentions", while the polkitikas try to manipulate the issue for the sake of national homogenization.
"Every mention of Srebrenica, including the UN Resolution, is used by politicians to spread fear about trends against the Serbian people, about the dangers that approach them if they do not follow the political leadership and the political leaders, in this case Milorad Dodikun and Aleksandar Vucic", says Shijakovic.
Glorification of war criminals in RS
He notes that the exact content of the UN Resolution on the genocide in Srebrenica is not yet known to the public. Therefore, it can be subject to malicious manipulation and interpretation. He also recalls that in the past decades, the thesis that Republika Srpska is a "genocidal creature" has spread in the media and social networks.
"Those convicted of genocide in Srebrenica are glorified by politicians and public opinion in RS as "Serbian heroes", while in the collective consciousness any attempt to establish individual guilt is perceived as a call for collective guilt of Serbs in BiH and Serbia", says Šijaković. He notes that the definition of genocide does not clearly define whether it is an act of individuals or an organized group "which can also be interpreted differently".
"Let's be honest, for 80 percent of people in the world, every crime of an individual first evokes the thought of his ethnicity and/or religion, on the basis of which certain stereotypes are then formed. That's why it is likely that some Americans, Belgians, British, Norwegians, Chinese, Saudis or Nigerians will identify the crimes in Srebrenica with the Serbs and not with Radislav Krstic, Ratko Mladic or Radovan Karadzic," says Šijaković.
Manipulations with the "Serbian world"
For psychologist and political analyst from Sarajevo, Ibrahim Prohic, there is no dilemma: The resolution will definitely contribute to ensuring that the crime of genocide committed by BiH Serb forces in Srebrenica in July 1995 will never be repeated. The DW interlocutor believes that the "drama" surrounding the Resolution is "artificially produced", and that the responses to the accusations from Belgrade are "the result of a fraud".
"Vučić and Dodiku claim that the Resolution accuses 'the whole nation', while according to these fictions 'the nation is not responsible, but the individuals'. "At the same time, it is forgotten that genocide is not an individual act and the will of renegade individuals, but act of members of the official political and (para)state structures who planned genocide", says Prohic.
He notes that the political leadership of the Bosnian Serbs expressed such an intention in the nineties of the last century through the positions of the Serbian Democratic Party at that time. "In a session in Pale, this was also defined as a war objective, therefore the commander of the Army of Republika Srpska, Ratko Mladić, warned that the execution of such political instructions would constitute genocide", remembers Prohic.
Multiple dimensions of responsibility
Individual fault is only one dimension of responsibility. The other dimension is the responsibility of politics and the regime. DW's interlocutor asserts that the current regimes in Banja Luka and Belgrade, denying the genocide and opposing the adoption of the Srebrenica Resolution at the UN, "are defending the politics that generated the genocide."
"At the same time, the project of 'Greater Serbia', i.e. the project of the 'Serbian world', for which genocide was committed, is not abandoned. This is the permanent orientation of policies in Belgrade and Banja Luka, which risk repeating the crime in favorable geopolitical circumstances. Therefore, it is extremely important that the Resolution on the genocide in Srebrenica be adopted, which would also have a preventive effect, so that such a crime would never be repeated", says Prohic.
Croat political representatives in Bosnia-Herzegovina are largely silent on the Srebrenica Resolution. Journalist and political analyst from Domaljevac (Posavina) Pejo Gashparević believes that Belgrade's position regarding the resolution also has a geopolitical background and that Serbia is thus aligning itself with Russia on the highest world stage, the UN General Assembly. in a wider context.
Debates on the world stage: West versus East
"Just as Russia tightens its anti-Western rhetoric regarding the war in Ukraine and accuses the West of aiding Kiev, Serbia takes an anti-Western stance regarding Srebrenica. It opposes the support of most Western powers to pass the Resolution on The International Day in memory of the UN General Assembly and the commemoration of the genocide in Srebrenica", Gashparević told DW.
He emphasizes that on a global scale, "little Serbia is trying to position itself as a big player". "Thus, Belgrade is trying to restore its previous position as a police officer in the Balkans that dominates that part of Europe, for which it needs the aforementioned homogenization," says Gahsparević.
"In fact, the ambitions of the Serbian political elite at this moment, through the Resolution on Srebrenica, are aimed at the big world stage at the UN General Assembly, where in front of the eyes of the global political public they align themselves with Russia and China - against the West", says Gashparević.
The UN General Assembly was due to vote on the resolution on Thursday (2 May), but the vote was postponed for further consultations. The resolution declares July 11 as the International Day of Remembrance of the Srebrenica Genocide and calls on UN members to include forensic evidence of the genocide in educational programs. DW
