Ukraine's minister overseeing domestic weapons production resigned Tuesday along with two other ministers, a change of government at a critical moment during the war with Russia.

The departure of Strategic Industries Minister Oleksandr Kamyshin, Justice Minister Denys Maliuska and Environment Minister Ruslan Strilets leaves more than a third of the cabinet vacant after firings early this year.

President Volodymyr Zelenskiy and his political allies could move to fill positions to create order before traveling this month to the United States, where he hopes to present a "victory plan" to U.S. President Joe Biden.

"I will continue to work in the defense sector, but in a different role," Kamyshin, considered a rising star in the government, wrote on messaging app Telegram, confirming his departure.

The motives for the government's departures have not been disclosed, and they come on the same day a Russian attack killed more than 42 people and wounded hundreds more at a training and study center for military personnel.
