2024 found livestock officially in crisis. The few livestock farmers left in Albania were forced to leave their cattle and protest in the streets. The 30% reduction in the price of milk was at the heart of the protests, but the sector's concerns went beyond that. In the last decade, livestock has shrunk significantly, while the market is being 'suffocated' by imports due to the cheap cost. Last year, Albania bought 31 thousand tons of dairy products from abroad. Also, tons of palm oil and powdered milk have entered the local market.

Besart Kaba is one of dozens of livestock farmers in the south who protested a few days ago on the streets of Albania. Earlier this year, dairies and processing plants decided to reduce the price of small cattle milk by 30%.
"With these ridiculous prices in Albania, we should work for the sheep and not the sheep for us", says Besarti.
Rarely, the livestock farmers' protests produced results. From 120 Lek per liter, dairies and factories are already receiving the milk of small cattle at 160 Lek per liter.
"We no longer went out to protest because all the dairies set the price of milk at 160 ALL. We are not united like the farmers of Europe, the dairies cut the price and they all withdrew," explains the livestock farmer from Lazarat i Gjirokastra with regret.
Besarti has about 400 heads of small cattle. He inherited livestock farming from his father, but even though he has been in the sector for years, he sees the future with doubt.
"There isn't a day that goes by that I don't think about selling cattle. If the price for milk does not reach 200 ALL per liter, the costs are very high for livestock farmers. I'm swayed all the time because it's a waste to deal with these ridiculous prices. You have to sell them and run away", he concludes.
Livestock in crisis
Statistically, Albanian livestock is experiencing a crisis, as the number of heads has decreased significantly in the last decade. According to data from INSTAT, in 2013 there were 356 thousand cows in the country. At the end of 2022, their number has decreased by 95 thousand.
There was also a strong contraction in the heads of small cattle. From 2.7 million sheep/goats at the end of 2013, a decade later there were 700,000 fewer.
Due to the decrease in livestock, milk production has also decreased. From 2013 to the end of 2022, milk production in Albania has been reduced by 161 thousand tons.
Experts see the downward cycle of livestock farming as a consequence of the lack of support and wrong fiscal policies towards the sector.

"It is worrying because we have reached the point where powdered milk is replacing our milk. And so the livestock farmers protested, because powdered and imported milk is suffocating local production due to the cheaper cost", argues Professor Abdyl Sinani.

Official data also show that tons of palm oil entered Albania last year.
At the end of 2023, Albania has imported 3100 tons of palm oil. According to the data, 54% of this product is imported from Indonesia. The second place is occupied by imports from Malaysia and then Greece.
Food safety experts say that the increase in palm oil imports year after year dictates the need for strict controls on its parameters, since the indiscriminate use of this oil poses a risk to the health of the consumer.
"The first step is quality control for palm oil. The National Food Authority must check the quality of this product before it is put on the market if it is within the allowed parameters. Because if it does not meet the parameters, it becomes a serious risk for the health of the consumer. On the other hand, businesses that use palm oil have the duty to write on the label how much palm oil they have used, such as in sweets or even in dairy products. All products that have palm oil" - Abdyl Sinani, professor at the Faculty of Food Biotechnology.
In 2017, a wide debate was opened in Albania about the use of palm oil in manufactured dairy products. The denunciations of an investigative show about the indiscriminate use of palm oil in dairy products set the country's institutions in motion. The National Food Authority, at the time, warned of taking measures against businesses that were found to be in violation.
But the fact is that from the time of this campaign until today there is no concrete result in this direction.
