Public money in the "hand" of the head of the Guard, his
Gramos Sako

Artan Sako is co-owner with 50% of the shares in the construction company 2T , part of the sterilization file, as it was subcontracted by the concessionary company SaniService without the approval of the contracting authority, the Ministry of Health, an action that also holds Ogerta Manastirliu responsible, which should to monitor the implementation of the contract.

Although founded in 2000, the company began to appear as a winner of large public tenders in 2013, after the change of power.

If until 2012 the company was almost unknown in public procurement documents, after 2013 it began to appear in most major tenders as a competitor and winner, reaching its peak in 2019, with an annual turnover of over 25 million USD.

From 2015 to 2022, the 2 T company has received over 170 million euros in tenders, mainly in cooperation with other companies.

Out of 70 tenders worth over 170 million euros, 1/3 of the tenders appear with a red flag, which means no competition, formal competition or excluding all competitors except the winner.

The final product of a tender with a red flag of corruption is the lack of difference or a negligible difference between the limit fund and the winning offer, without analyzing here the cases of abuse of the implementation of contracts, fraud with the volume of works, i.e. payments for work of incomplete, found by the High State Control.

The co-owner of the 2 T construction company, Artan Sako , is the brother of the commander of the Republic Guard, Gramos Sako.

Artan Sako was arrested in December 1996 as a suspect for the criminal offense against morality and dignity in the government villas in Vlora, but this case was later dismissed.

Sako was appointed head of the Guard of the Republic in 2013, succeeding the infamous commander Ndrea Prendi, convicted for the murder of the innocent protester Faik Myrtaj, for the political account of Sali Berisha, in the protest of January 21, 2011.

There are strong suspicions that Gramos Sako, directly or indirectly, has influenced its brother company to expand its scope of tenders.

However, it is a fact that Gramoz Sako has benefited from monetary values, marked as loans, from his brother, Artan Sako, who is co-owner of the company 2T that has benefited 170 million euros from public tenders.
In the declaration of wealth in ILDKPKI, Gramos Sako, in one case, stated that his wife took a loan worth 63 thousand euros from his brother, Artan Sako, to invest in her dental clinic.

It is about the clinic, which the Vetting Commission in the Police considered problematic as far as the movement of money is concerned.

Are 63 thousand euros the only amount that Gramos Sako received from his brother Artan Sako, who received tens of millions of euros in public money?!

If SPAK were to operate in this case with the standard of investigation of Arben Ahmetaj, it could discover wonders.

How he 'broke' Vetingu in the Police

The External Evaluation Commission (Police Vetting) found that Gramos Sako made a false declaration of wealth, hid income and gave false declarations.

According to the Audit Committee, Sako has not declared the financial source of the trips abroad.
In violation of the law, Salo was the owner of a coffee bar with a passive status, while he did not declare it as a business at all.

The commission found that Sako had unpaid tax obligations, had significant problems with the purchase of an apartment, the sale of a 15,000 euro car, as well as irregularities in the declaration of his wife's dental clinic.

The commission composed of Mirela Ujkani (Miti), Alban Laska and Artur Baku found Sako with problems regarding the purity of his image since, according to the findings, Sako has employed and favored his niece as a lawyer in the Guard of the Republic.

However, the Veting Council confirmed Artan Sako in office, turning the verification process into a ridiculous and totally compromised farce, especially when compared to the Veting standard in justice.
