The big 'robbery' of KESH/ We pay hundreds of millions of dollars, but the two 'Tigers' have been 'sleeping' for a year in Vlora

Një vit pas ardhjes së tyre në Vlorë, dy anijet lundruese të prodhimit të energjisë “Tigri1” dhe “Tigri3” rezultojnë me një listë kostosh të majme, por me 0 ditë pune. 7,8 milionë USD kanë firuar nga buxheti i KESH-it vetëm për depozitimin e lëndës djegëse për termocentralin. Korporatës do t’i duhet të paguajë edhe 68 milionë USD për qiranë dhe operimin, si dhe të paktën 100 milionë USD të tjera për naftën që do të djegin anijet për prodhim. Termocentrali lundrues u mor me urgjencë një vit më parë për të na shpëtuar nga kriza globale energjetike, por ende s’ka mbaruar testimet që nevojiten përpara vënies në punë.

“Sot Shqipëria ka mundësinë që të ketë dy njësitë gjeneruese të energjisë në një nga momentet më të vështira, ku i gjithë tregu, të gjitha shtetet, kanë lobuar për t’i pasur njësitë gjeneruese që ka pasur tregu. Dhe këto janë një fat për ne, pasi do të na ofrojnë një energji elektrike që sot tregtohet përmes bursave me më shumë se 600 Euro për megavatorë.”, deklaronte ministrja e Infrastrukturës dhe Energjisë Belinda Balluku, në 26 shtator të 2022, gjatë inspektimit të dy anijeve të prodhimit të energjisë që kishin mbërritur në gjirin e Vlorës.

TEC-i i përbërë nga dy anije lundruese u mor me qira nga Korporata Energjetike Shqiptare, me qëllim përmbushjen e nevojës për energji të vendit në kulmin e krizës energjitike.

Anijet “Tigri 1” dhe “Tigri 3” fillimisht u ankoruan në portin Petrolifera Italo Albanese – që shërben për transportim të naftës, për t’u zhvendosur përfundimisht në zonën e Triportit të Vlorës.

Korporata Elektroenergjitike Shqiptare ende nuk e ka vënë në punë termocentralin lundrues të prodhimit të energjisë elektrike, ndonëse kontrata dyvjeçare e qiramarrjes u trumbetua si shpëtim nga kriza energjitike globale.

Por edhe pse nuk kanë nisur ta kryejnë misionin për të prodhuar energji, TEC-i lundrues i ka dhënë goditjet e para në buxhetin e Korporatës Elektroenergjetike Shqiptare.

In a non-competitive tender, the company 'Petrolifera Italo Albanese' has been declared the winner for the storage and loading-unloading of the oil that will be used for the floating power plant in Vlora. Through a direct negotiation procedure, KESH and Petrolifera have agreed that this service for "Tigrin 1" and "Tigrin 3" will cost 7.2 million euros or 7.8 million dollars.

Referring to the contract, Petrolifera will perform the service of unloading oil from the ships that will arrive at the Port, depositing it and then loading it into trucks, which will transport it to the two generating units. The notice for the tender was announced on July 31 of this year, while the procedure took place on August 30.

Hundreds of millions of dollars for rent, operation and oil

Another cost that will burden KESH is that of providing oil for the production of energy from ships. The oil bill that will power the floating TPP is projected at $100 million.

But the provision of fuel to operate the two floating ships in the bay of Vlora is still an unresolved issue.

At the beginning of March 2023, the Albanian Electricity Corporation opened the procedure for expressions of interest for the supply of fuel for the production of electricity from the two ships. After this procedure, KESH planned that the next step would be the opening of the tender in May, which deadline was violated.

"Immediately after the determination of the contractual conditions for fuel storage near Triport Vlorë, the procedure for the supply of HFO (Heavy Fuel Oil) fuel will be initiated" - stated KESH in an official response to Faktoje in June.

This is the largest procurement procedure that has ever been registered in Albania for the purchase of goods.

Meanwhile, even if the two ships are not put into operation for a single day, the Albanian Electricity Corporation will pay 68 million dollars, which is the bill for the rent and operation. 45 million dollars will be received by the American company Excelerate Energy for the two-year lease and 22.5 million dollars by the Renco firm for providing the operation service.

Why haven't the cruise ships started production?

Faktoje's verifications show that the ships "Tigri 1" and "Tigri 3" are still in the testing phase, although they have been anchored in Vlora for over a year.

"We clarify that all the tests of this phase are tests that are carried out before the load tests and the commissioning phase. The developer declares that the current tests are successful," says KESH in a response to Faktoje, while specifying the processes left undone.

"Hydraulic systems are in the process of testing. It is in the process of electro-mechanical testing without loads, generating units.”

Likewise, 12 months after the arrival of the two ships on the shores of Vlora, KESH does not have a deadline for when the production of electricity from the two power generating units will start.

“Sipas parashikimeve nga ana e zhvilluesit planifikohet që komisionimi përpara vënies në funksion të realizohet në periudhën fund Tetor deri më 15 Nëntor.”, shkruan KESH për Faktoje, teksa kujdeset të sqarojë se pagesat e kripura të kontratës së anijeve do të nisin pas komisionimit të aseteve.

“Zbatimi i kontratës mes palëve fillon vetëm pas realizimit me sukses të komisionimit të njësive gjeneruese, moment ky nga i cili fillojnë edhe detyrimet financiare për palën.”

Një vit nga mbërritja e TEC-eve, denoncimi i PD

Azmer Duleviç, me profesion inxhinier elektrik, një nga zërat më kritikë ndaj termocentralit lundrues të prodhimit të energjisë në Vlorë, doli së fundmi në një deklaratë për mediat nën logon e Partisë Demokratike.

“Tec-et edhe pse ka kaluar një vit nuk po prodhojnë energji elektrike dhe të gjitha gjasat janë që nuk do vihen në punë. Për mendimin tim nëse ka një lëvizje të gabuar në sektorin elektroenergjetik është pikërisht marrja me qira e këtyre dy anijeve lundruese për prodhimin e energjisë“, thotë për Faktoje, Duleviç teksa ngre si shqetësim faturat e fundit të importeve të energjisë elektrike nga KESH.

“KESH vazhdon blerjet e energjisë në mënyrë anonime dhe të jashtëligjshme duke shmangur bursën ALPEX! Në total për 1 javë KESH ka paguar nga taksat e mia dhe taksat tuaja 6, 1 milionë euro ndërkohë që Tec-et Lundruese ka fiks një vit që i ha ndryshku dhe nuk kanë punuar as edhe një ditë”, pohoi Duleviç.

These are the results of the last auction conducted by KESH for the purchase of energy from abroad. Meanwhile, from January until today, the bill for imported energy purchases is about 35 million euros.

cONcluSiON

Anchored in the bay of Vlora for a year, the ships "Tigri 1" and "Tigri 3" have not turned on the generators for a single day. What we do know for sure is the cost to taxpayers in the hundreds of millions of dollars.
