The threads that connect Shkëlzen Berisha and Allajbeu to the 84 million euro Hemodialysis concession

The name of Shkëlzen Berisha, the son of former Prime Minister Sali Berisha, is being mentioned in the dialysis concession worth about 84 million euros.

It has recently been discovered that Shkëlzen Berisha and Klodjan Allajbeu, administrator of the American Hospital and the company that won the concession, are also involved in this service for kidney patients, which was granted with a concession in 2016.

Sipas kontratës me qeverinë, DiaVita do të ofrojë shërbimin e dializës në 5 qendra pranë spitaleve, përkatësisht në Lezhë, Shkodër, Korçë, Vlorë dhe në Elbasan. Kontrolli i Lartë i Shtetit në disa raporte ka konstatuar se DiaVita ka marrë rreth 600 mijë euro pa nisur zbatimi i kontratës dhe në vijim ka marrë miliona euro në mënyrë të paligjshme për punë të pakryera, një skemë kjo e njohur për koncesionet abuzive në Shqipëri.

Deri në tetor të vitit 2019, DiaVita ishte në pronësi të Spitalit Amerikan (15% të aksioneve) dhe kompanisë Evita (85 % të aksioneve). Spitali Amerikan, me administrator Klodian Allajbeu, është në pronësi të kompanisë Balkan Alliance Healthcare B.V., me seli në Amsterdam dhe me adresë në Naritaweg 16 1043 BE Amsterdam, përfaqësuar nga Klodian Allajbeu.

Në mars 2023, Allajbeu i blen vetes së tij për 24 milionë euro kompaninë Balkan Alliance Healthcare B.V., nëpërmjet një tjetër kompanie (të regjistruar po në Hollandë), KA Healthcare BV, për një çmim të vlerësuar në rreth 24 milionë euro.

Për t'i blerë spitain vetes, Allajbeu ka marrë një kredi 16 milionë euro tek banka OTP Albania në pronësi të oligarkut rus të Putinit, Megdet Rahimkulov. Paratë e tjera do t'i gjejë rrugës!

Ndërkaq, kompania Evita, e cila kishte 85% të kompanisë DiaVita të koncensionit të hemodializës, ka një histori më interesante. Fillimisht Evita ishte në pronësi të Majlinda Fetiut nga Berati.

Kompania rezultonte e regjistruar me adresë një bar-kafe në rrugën "Barrikada" në periferi të Beratit. Lokali modest ishte ndërtuar në gjurmët e një ish gomisterie.

Majlinda është vajza e xhaxhait të Klod Allajbeut.

Nuk dihet nëse Majlinda dhe bashkëshorti i saj Sali Fetiu, me 6 klasë shkollë, ishin të vetëdijshëm se ishin 'fitues' të një koncesioni 84 milionë euro, para që mund t'i kenë parë vetëm në ndonjë film. Paratë e taksapaguesve shqiptarë në duart e Majlndës nga rrethinat e Beratit!

Duket e çuditshme se si SPAK-ut nuk i ka bërë ende përshtypje ky fakt. Kur skemës me kushërirën e parë i doli boja, Majlinda e Allajbeut, në shtator 2016, ia shet kompaninë Evita, pra koncesionin e hemodializës, kushërit të Petrit Vasilit, Rasim Hamazaraj dhe Ertel Kërçukut, për 30 milionë lekë.

Kërçuku ishte një mjek anonim, punonjës i Allajbut. Hamzaraj merr 72.5% të aksioneve të Evitës, ndërsa Kërçuku 27.5 %. Nga ana tjetër, kur ishte vetë ministër Shëndetësie, Vasili i kishte dhënë Rasim Hamzarait, të cilin e thërriste Dajë Luçi, 13 milionë euro tendera.

Siç rezultoi më vonë, Rasimi u përdor thjeshtë si gjethe fiku nga Klodian Allajbeu. Me 10 nëntor 2016 paketa maxhoritare e aksioneve të Evita Sh.p.k, e cila zotërohej nga biznesmeni kontrovers i faramaceutikës Rasim Hamzaraj, u ble nga kompania hollandeze Arimo B.V., për 160 mijë euro.

Today, Arimo has 72.5% of the shares of Evita, which had 85% of the hemodialysis concession, while Ertel Kërçuku has 27.5% of the shares. Arimo was registered in the Netherlands at the same address as other companies connected to Klodian Allajbeu.

Arimo's address is Nassaulaan 2 A, 2514 JS, Willemspark, Haaglanden, The Hague, The Netherlands. The company VENDEKA EUROPEAN INVESTMENTS BV, owned by Klodian Allajbeun, has the same address. Vendeka is the owner of the company Agromark in Tirana. Even this camouflage was not safe for Allajbeu.

On June 25, 2019, the hemodialysis concession company, DiaVita, which had passed from Evita with Majlinda Feti, Hamzarain to Arimo, was sold to the Swedish ghost company Diaverum International AB, for 1.5 million euros. The company has no activity at all, declares zero income and zero employees.

It is not known what the source of money is when the company exists only on paper. According to the documents, Klodian Shehi holds the position of director of the 'Swedish' company DIAVERUM INTERNATIONAL AB", which today owns 100% of the company DiaVita, which won the 84 million euro hemodialysis concession in 2016. Klodian Shehu, a confidant of Allajbeu, is also the administrator of the DiaVita company itself, which performs dialysis services, fictitiously adding the number, in the premises of the American Hospital.

Since these facts are a challenge for SPA, attempts are being made to sell the phantom 'Swedish' company to Arab countries, which are not known for cooperation with European law enforcement bodies for episodes of crime and corruption.

How does Shkëlzen Berisha get into the scheme?

Until 2019, the hemodialysis concession company, Dia Vita, was 85% owned by Evita. Evita, whom Allajbeu had initially camouflaged in the name of her first cousin, Majlinda Fetiu, has also received 75 health tenders worth over 30 million euros. Evita continues to embezzle public money. The Evita company itself, with Allajbeu's trusted administrator, Elona Saraçi, was owned by the Arimo company, which was acquired by the Swedish ghost company in 2019.

Arimo, with which Allajbeu controlled the concession until 2019, had as its address the Netherlands, Nassaulaan 2 A, 2514 JS, Willemspark, Haaglanden. Another Vendeka company has the same address, with beneficial owner Klodian Allajbeun.

Vendeka owns the Agromark food rental and sales company. The Agromark company, with 1 worker, carries out transactions in large sums of money with the company Logal shpk, owned by Shkëlzen Berisha.

Both companies, Agromark and Logal, appear inactive on the ground, but are active with cash transactions, based on sales and purchase books. This scheme also includes the forest fruit company Agromel, again owned by Klodian Allajbeu.

A branch of Agromel turns out to have an address in Marqinet of Gërdec, exactly where Shkëlzen Berisha has bought several warehouses and properties to set up the blueberry factory, which until now 'is only processing money'.

To justify the purchase worth 1.8 million euros, Shkëlzen Berisha took a loan in December 2018, yes 1.8 million euros, leaving as collateral the properties he had bought 5 days before receiving the loan. The value of the properties is significantly lower not only than the principal value of at least 2.3 million euros, but also the loan itself of 1.8 million euros without interest.

Meanwhile, Shkëlzen Berisha also worked as a legal consultant for Klodian Allajbeu's company Agromel. In one case, in 2017, Shkëlzen Berisha declared in ILDKPKI that through Logal he received a payment of 30 million old ALL from Agromel. In 2018, Agromel received an amount of 200 million ALL from AZHBR as support from the state to process forest fruits.

Between the three companies, Agromel and Agromark of Klodian Allajbeu and Logal of Shkëlzen Berisha, invoices for suspected fictitious services are expected. These phantom companies circulate millions of euros. And as a place they have found Gërdec, where Shkëlzen Berisha set up the business of death in 2008, camouflaged in the name of some trusted businessmen, and implemented by the ministers of the father, Fatmir Mediu and Aldo Bumçi.

What is the source of this money, in the conditions when the companies of Shkëlzen Berisha and Klodian Allajbeu do not do any work in Gërdec?

Has part of the money from the hemodialysis concession that Klodian Allajbeu pocketed through the company Arimo in the Netherlands and today through the company DIAVERUM INTERNATIONAL AB in Sweden ended up with Shkëlzen Berisha through the blueberry factory in Gërdec?
