The arrest as a drug convict of Artur Zotkaj, the brother of Adriatik Zotkaj, the lifelong mayor of the Municipality of Poliçan, brings back to the public's attention the contradictory figure of the official who is leading the small southern municipality in his sixth term.
Record holder Adriatic Zotkaj is one of the modern flag bearers, since in the May elections of last year, Zotkaj secured almost 80 percent of the votes.
Said as a percentage, the figure suggests that in his first five mandates, Adriatik Zotkaj has worked so well that he has made Poliçan a field of flowers.
But the truth is bitter.
As for the number of votes, Zotkaj received only 3756 of them.
But not only the brother, in the decriminalization form, Adriatik Zotkaj is convicted not once, not twice, but four times.
He says that he has been convicted since 1995, for insulting and hitting police officers.
It turns out that he was sentenced by the Court of Korça to 3 years in prison for a serious road accident, he was convicted in 2001 by the court of Skrapar for opposing a police officer, while the court of Tirana convicted him for falsifying documents and arbitrary actions and orders as a state official.
Despite the CV rich with convictions, Adriatik Zotkaj avoided vetting, not once but twice, including the 2019 elections, in addition to last year's.
Even after winning in 2019 as the only candidate in the race, Zotkaj turned to work to get rich.
How?
By awarding tenders to his son, Andi Zotkaj.
The data provided by the Treasury Department from Voxnews.al shows that from September 2019 to December 2021, Endi Zotkaj, who owned a pharmacy business, received 20 payments from the Poliçani Multipurpose Center, Poliçani Municipality and Çorovoda Municipality.
The values ??of the payments vary, but they culminate with the emergency procedure of the Municipality of Poliçani four days after the announcement of the state of emergency from COVID in 2020, where for gloves, masks and disinfectants Adriatik Zotkaj paid his son, Endi Zotkaj, with taxpayers' money full 14 million old lek.
In January of this year, Endi Zotkaj turns out to have suspended the activity of his pharmacy business.
