With the arrival of Ramiz Alia at the head of the Albanian one-party state and moreover after the death of Enver Hoxha, the signs for the democratic changes that would follow in Albania were added, as everywhere in other communist eastern states. These signs appeared in both domestic and foreign policy. All these changes could not pass without being noticed by the diplomatic corps accredited in Albania. Knowing the undisputed importance and need for help from foreign countries, especially neighboring ones, Ramiz Alia had ordered the State Security to continuously intercept foreign diplomats and of course to be regularly informed about the important conversations they held. It seems that their opinions were important to him because this information guided him in the policy he was to pursue.
One of these conversations, which we are giving in full below, is also what the first secretary of the Greek embassy Pantelis C. had with the first Czech secretary, Vladimir S. Their conversation focuses mainly on the Albanian-Greek relations and the development of their in the future. What stands out in this document is the clarity of the assessment of these relations, as well as the open way in which the two secretaries of the embassies conduct the conversation, despite the fact that they still belong to two different camps.
The following is the document issued by the CSA, in the fund of the Central Committee of the Labor Party:

SOCIALIST PEOPLE'S REPUBLIC OF ALBANIA Secret
MINISTRY OF INTERNAL AFFAIRS Copy no.
DIRECTORY I
Nr. 7707 Tirana, on 16.8.1989
Subject: For the conversation of the first Greek secretary Pantelis Carcabassis with the first Czech secretary Vladimir Stërhan.
FIRST SECRETARY OF THE CENTRAL COMMITTEE OF ALP
SHOKUT RAMIZ ALIA
Tirana
Pantelis Carcabassis, the first Greek secretary, in a conversation with his Czech colleague, Vladimir Stërhan, said, among other things:
"As far as Albania-Greece relations are concerned, now, after the confusion of our elections, they have remained a bit suspended. Albanians are currently worried about the arrival of the new Foreign Minister in Greece, as he certainly can not have as many friends as they had Papoulias. Mr. Hajdini, who is the ambassador in Athens, also paid a visit to the competent bodies in our ministry, who asked them, among other things, how the relations between our countries will further develop. In response, they promised him that nothing would change and that everything would go normally as before, but Albanians are afraid. Our side also stated that "even if there are changes they will not be radical".
Albanians did not like this change that was made in our country, because it happened at a time when they have so many difficult internal problems to solve, so today they are very upset. The perspective of these relations depends a lot on who will win the new elections in our country. If the conservative party wins, the relations with Albania will be very reserved, therefore the Albanians have added more concern, since the visit of Mr. Hajdini to our ministry.
You want to know, if Reis Malile has ever had contact with our new minister? The truth is, during the reception given by the French on July 14, we were impressed that Malile raised a toast to the health of Cane Canetaqis, the young Papoulias, and there we learned that he had long been known to him as a career diplomat who is . So far they have not met, but will surely meet soon at any of the international events. So apparently some friendship can be established between Malile and Canetaqis.
Our scientific and cultural services during this period have progressed normally, despite the changes made. "We hope to continue like this in the future."
In response, Vladimir Stërhan says:
"You said, among other things, that Albanians are upset about the changes made. In my opinion, there is no way they can not be like that, since they themselves had taken voluntary steps in their relationship with you. We are all witnesses to the exchange of friendly visits of the two Foreign Ministers, as well as the great desire of the Albanians to receive Papandreou.
Regarding the situation in Albania, the policy that this will follow in the future, we must be optimistic, because even if they now take a step back or stay in the stages of "waiting" or "delays" these are current, will pass with the years. What matters is the fact that Albanians understood that they have to move and change like the whole world, so I am very optimistic about this. Delays, delays, setbacks are normal, but Albania is facing many demographic problems, which will force it to make major economic and political changes in the future.
The Albanian population is growing by leaps and bounds, so its economy may not be able to meet its needs. "In this way, radical economic and political changes will become necessary."
Minister of Internal Affairs
Simon Stefani
