One of the things that Prince Vidi did immediately after arriving in Albania was to form a cabinet.

On March 18, 1914, the new government took the oath in the studio of Prince Vid, on the second floor of the Konak (Palace), the largest building in Durrës that no longer exists, exactly where Veliera stands today.

Turhan Pasha would also hold the post of Foreign Minister, in addition to the Prime Minister. It was thought that he was chosen for his western culture and as a man unrelated to the country cliques.

In the new cabinet Esat Pasha was appointed Minister of War. As the minister would not have an army to command, Esat had requested that the interior ministry be added to his portfolio.

The authority of the pasha was unquestionable, he knew the people and the country well. However, some people thought that this power of his was more the result of fear than of love, therefore, according to them, the first act of the Prince should have been the removal of Esat, as a dangerous element that could complicate the situation.

But the Prince either did not think so, or did not dare.

The other members of the cabinet were: Azis pasha Vrioni, Minister of Agriculture and Mining, Myfit bej Libohova - of Justice, Hasan bej Prishtina - of Posts, Preng Bib Doda - of Public Works, Gjergj Adamidi-Frashëri - of Finance and Dr. Mihal Turtulli - of Education and Health.

Turhan saw Përmeti, the Prime Minister of the Vid government. He had been the governor of Crete and ambassador of the Ottoman Empire to Russia.

In appointing the cabinet care had been taken to represent all three faiths: five Muslims, two Orthodox and one Catholic.

The ministers were people who had lived mainly abroad, starting with Turhan Pasha, who had not been in Albania for five decades.

Some of them had practiced Turkish almost all their lives, so communication about government affairs could only take place in Turkish.

When criticized for something, he replied: You expect me to prepare the newborn child not only for high school but also for university. I would be delighted if the child learns to walk!
