Is the former director of the Tirana Police under surveillance? Bistr's communications with Gjoka bring out the name 'Rebani'

The interceptions from the 'Metamorfoza' file show the great geographical and vertical extent in the state police hierarchy of the influence of Pëllumb Gjoka, the businessman accused by SPAK of murder.

The interceptions reveal that during Gjoka's communications with Oltian Bistri, the latter mentions the name 'Rebani' on more than one occasion. It is unclear if it is about Rebani Jaupi, but at the time these communications were recorded, Oltian Bistri was the head of police station number 2 in Tirana, while Rebani Jaupi was the director of the Tirana police.

The communication was related to a casino that businessman Gjoka kept open in violation of the law in the capital.

According to what Oltian Bistri told the owner of the casino, Pëllumb Gjoka, 'Rebaniu' was scared during an action against gambling that was undertaken at that time, as the minister Sandër Lleshaj had also expressed concern about his casino.

It is about an action taken by the police on February 20, 2020. When the action starts, Bistri informs Gjoka, writing to him to be careful, not to stay in traffic and turn off the phone. Bistr's advice to Gjoka, as implied by the messages, is simply out of concern since, as he says, 'the director has told him he will remove his casino from the checklist'.

At that time, Rebani Jaupi was the Director of the Tirana Police and the information that Bistri sent him about Pëllumb Gjoka is related to the operation called "The Fate of Games".

The interceptions show that Oltian Bistri, as the head of the police station that covered the area where Pëllumb Gjoka's casino operated, refused to close it. In the conversation, he also mentions 1,500 euros, but that they were not doing it for money, but for the sake of the word he had given Pëllumb Gjoka.
