KASTRATI and Salillari demand €10 million in compensation for the beam on Rruga e Kombit!

The residents of Kukës did not welcome the placement of the beam on Kombi Street.

The road that brought them closer to the capital is one of the few investments that the state budget has made for this area, so imposing a 5 euro tax did not seem fair.

For many of them, the 10 euro fee to exit and re-enter the place of residence was unaffordable.

In late March they erupted into violent protests, burning and destroying toll equipment along with the beam blocking the road.

This action of theirs threatens the budget with a bill worth 10 million euros that the concessionaire has sent to the Albanian government for compensation.

"After the above event, the Prosecutor's Office of the Kukës district carried out the verification of the damages on the ground together with the Concessionaire. The concessionaire has the photos of the damages and the minutes kept by the Prosecutor's Office for the event in question. The concessionaire, based on on-site verifications, has calculated the prevention of damages caused by violence and fire, which was then approved by the Independent Engineer and submitted to the Ministry of Infrastructure and Energy, along with the reasoning that the event is related to a compensation event. Until the date of approval of these financial statements, we have not received any response from the Contracting Authority regarding the damages caused in the payment square and their treatment." it is stated in a report of the concession company " Albania Highway Concession ".

The Ministry of Infrastructure and Energy, in the role of the Contracting Authority of this concession contract, told the Kronos show that it has neither recognized nor paid the obligation claimed by the concessionaire.

"Referring to the event of March 31, 2018 in the payment square, the value of 1.04 billion ALL claimed for damage to the investments in the payment square has not been recognized and paid as compensation by the Contracting Authority." says the response of the Ministry of Infrastructure and Energy to Kronos.

But this does not mean that the matter will end there. The concessionaire classifies it in the financial reports as a liability that can be settled in the future, leaving open the option of launching judicial and enforcement procedures.

The basis for winning the trial can also be based on this statement by Prime Minister Edi Rama, made a few days after the incident about the burning of the beam.

"The contract does not provide that, if a group of vandals is brought and sets fire to the investment, the state will pay for it. This does not need to be stipulated in the contract. This is in the legality of the Republic of Albania. The state has the obligation to protect public and private property, it has the obligation to protect public and private investments. When these investments are attacked and burned by vandals, of course whoever made the investments demands the money back from the state." the prime minister would say a few days after the burning of the beam.

However this story goes, the claimed value of damages is seen by engineering experts in the field as a blatant abuse.

Engineer Arben Meçe says that the investment in the infrastructure of placing the beam and counters does not exceed 500,000 euros.

"More than 500 thousand euros is not the cost of the equipment and the beam, 10 million euros is madness! At that point, to report an investment of 10 million euros, not a destruction of 10 million euros, there is no need to get tired of saying that this is a corrupt act." says engineer Arben Meçe.
